Kusari State Police

History of the Samurai police
The Kusari State Police, were created on the general pattern of the Samurai Police of shogunate Japan.
In 322, the new Shogun ordered a reorganization, presumably as a chance to move remaining Hideyoshi loyalists out of the way, and to gain better control of the police.
Instead of the numerous autonomous organizations as before, the KSP were all gathered under the banner of the Machi-bugyohsho, and tasked with policing commoner and samurai alike.
Noone knows where the metsuke (semi-secret inspectors tasked with policing high-ranked samurai and lords) went - they may report to the Machi-bugyoh, they may be gone - or they may report directly to the Shogun.
Either way, there have been no O-metsuke at the court since 322.

The Samurai police today
The Kusari State Police of today is small in numbers, as it has always been.
They handle the delicate task of managing the daily politics of Kusari, and need to be able to handle gaijin and representatives of the Farmers Alliance, Samura or Hogosha alike. Since both the Kusari companies, the FA, and the Hogosha tend to do their own 'policing', the State Police are mainly tasked with controlling the gaijin, pirates and disruptive elements such as the Golden C or the Blood Dragons, and taking care of the cases when internal politics spill over into the public room.
Traditionally, they would also be tasked with policing the naval forces, but it was more than two hundred years since a KSP inspector were last seen on a KNF vessel.
Some take this as a proof that the KSP power is waning, other take it as proof that the metsuke still exists, and report to the Machi-bugyoh, while yet other point out that the KNF and KSP cooperate on an almost daily basis, with little real friction to be seen.
Zone of Influence: Kyushu, New Tokyo, Shikoku, Honshu, Hokkaido, Fukuoka.

Internal organization
The Kusari State Police are headed by two Machi-bugyoh, who serve as judges, magistrates and chief of police.
They are seconded by a small number of assistant magistrates, the Yoriki.
The 'regular' police officers are the Doshin.

The Machi-Bugyoh:

The Machi-bugyoh are directly responsible to the Imperial Court, and they are high-ranked samurai that apart from judging can also set state policy.
Machi-bugyoh have access to a shared Talarca Cruiser to deploy additional and support firepower on special missions.
The Machi-Bugyoh Talarca is deployed in Fukuoka, and shall not leave that system unless there is an urgent need for it.

The Yoriki

The Yoriki are assistants to the Machi-bugyoh and are responsible to take care and command of day-to-day affairs.
The Yoriki are also the executioners of the Kusari State Police, and because of this, while being high-ranked samurai, are banned from the royal court for social stigma.
They would be the highest ranking state police seen regularly in space.
Yoriki fly Wyrms most of the time. They are the most experienced pilots in the Kusari State Police, both honoured and feared in a Wyrm.

The Doshin

The Doshin are the patrolling police officers.
They patrol the lanes, enforce the law, and deal with the delicacies of implementing Kusari politics in real life.
Although lowest in rank among the state police, they are samurai and so outranks any corporate - at least in theory - and any gaijin in theory and in practice.
Wyrm is the standard fighter for the Doshin.

Naming markers (Kusari State Police ID+IFF):

[KSP] - Applies to all Doshin Police Officers.
[KSP-Y] - Applies to all Yoriki Police Assistant Magistrates
[KSP-M] - Applies to all Machi-Bugyoh Police Magistrates

KPU-Wing:

The Kusari State Police has recently constructed an Anti-Smugglers division. Callsign:

[KSP]KPU-<Shipname>

Current ships are:

-KPU-Shiretoko
-KPU-Hida
-KPU-Dewa

This division flies Kusari Explorers. They can also be used in emergencies, in times when KNF is not able to lend a hand.

Allowed Ships:

-Wyrm (All ranks)
-Drake (All ranks)
-Kusari Explorer (Yoriki, or even Doshin after discussment)
-Talarca Cruiser (Machi-Bugyoh)

Relations towards Kusari Naval Forces

With the war, resources as well as authority passes to the naval forces.
Still, internal security is considerated a state police matter.
In the interior the state police keep the peace, set policy, control trade, fight piracy, insurgents, smuggling, set policy on contraband, handle trade tariffs and civillian licenses.
In any joint venture with the naval forces, basing on the circumstances (place, threat type and level, target status) the highest ranking samurai will assume command.

KSP/KNF ranks comparison of convenience
Machi-bugyoh = Daisa (Cpt.)
Yoriki = Ch?sa (Cmdr.)
Doshin = 'Sh?i'(Ens.) And after a promotion 'Daii' (Lt.)

Equipment:

No CODENAMES, no Nomad weaponry or equipment. Non-Kusari equipment require permission.

looks nice - but .... didn t we have a KSP faction request before? ( some 6 months ago ) - not sure if there are still KSP players around.

anyway - looks like a typical house police faction, few ups and downs. - only thing i m missing is a defined ZoI - and maybe a definition of what duties you execute in which system - as i am sure that the police in kyushu has different duties than the police in honshu.

edit:

- you may want to loose the DW ( since they disbanded ) - but add in the S/D - which is now the dominant BHG faction
- do you really consider the liberty forces to be "neutral"? - maybe they could be "unfriendly" - ( which means you d kindly escort t hem out - but wouldn t fire on them on sight )

Edited. And I'm sure we have no unfriendly intentions against Liberty, though they will be escorted out with double the cruise speed.

Anything else M'lady?

You forgot to put GMG in your faction diplomacy.
GMG had been redone since the last time KSP was applying.
Despite the fact that our H-fuel can be found all over Sirius we hold Kusari with high regards. Our new trade relations with Kishiro is strong and we are still supplementing your economy with H-fuel as Samura continues to develop their own operations in Hokkaido.
We've worked well together in the past against the First Fleet's invasion of Sigma-13 and later again when Wilde infested ships came wrecking through the Sigmas and were stopped at Honshu.
As such we at GMG hold the Kusari officials as Friendly.
Here's one of the many tid-bits

Diplomacy could use a good re-looking...

QCRF is now the Bretonian Armed Forces, tagged BAF) , Mandalorians are now tagged MM~, you might run into Die Wilden in Sigma-13 (tag is Wilde. ), and I notice a complete lack of the Corsair factions on your diplomacy. I suggest running through every faction in the full Faction Status Thread and putting them on the list based on whatever shows there.

As for the existence of the old KSP request... I notice Lotek on the roster, so I think this is legit.

Oh... 500mil? Or is this coming out of the old KSP request?

EDIT: Durr, check Vero's post in the old thread. 'Tis legit, and you guys don't have to pay 500 mil. Good luck!

In your ZOI, i miss Hokkaido. Can i assume KSP gave Hokkaido up and Hokkaido is official gouverned by GC now?

In a brilliant tactical movement, i charged backwards.

This is the same group from several months ago. They are just under new management.

The 500m that was paid before is applied to this one.
