Why is shadowroleplaying still allowed?

I've been often shadowlogging around in the evenings metagaming trying to find other players by chance and going to a system they're at.

I practically never find players as they're usually shadowroleplaying in their own bases and group chat/pm chat instead of anywhere a normal player can reach and join in on the interaction.

It's a recent trend and possibly the final nail of DIsco if it keeps up. That, and shadowdying in group fights by using your own mines. People need blues with their name on it to do forum roleplay, you know.
