So, firstly, this thread is a two parter. Part one being exactly what the current developer idea with this is, and part two being what my two cents would be based on what I know.
A few updates ago (or whenever really, I'm not quite sure when), a new system appeared in the listing. LDX 48N. Trips to it in single player using the 'system xxxx' command plunk you in a random sector of the system, which only contains two planets, a star, a field filled with rather strong nomad mines and an empty section of that cloud in the center depicting unnamed Marduks and Nomad weapons platforms. The two planets are completely uneventful, with the smaller of the two actually being named after the system (or vice versa), and they have empty info boxes (They say the typical 'unknown planet' line).
Firstly, if at all possible, is there any dev plan on what's up with this system? Any answer or clarification would be nice, because at this point all I know is it's either an event system or pre-made stuff for a future update. The fact that the system itself is in its lonesomeness sitting in a separate sector called 'Cassiopeia' is grounds for skepticism, but right now this is purely for curiosity's sake.
Now, as for my two cents (which will involve a lot of cents), I'm going to go with the idea that it's new content that has yet to be fully worked in.
Personally, I had no problem with how Gallia was implemented. Slowly but swiftly through updates. The idea is nice, but the fact that there was an entire faction that knew about it beforehand kind of threw away the idea of it being 'discovered' (hence the name of the mod), and just ended up with a large house that just came out of nowhere and started a hate brigade across northern Sirius. To me, the mod's point of 'discovering things' was offset by a storyline that I still don't fully understand to this day.
In regards to Cassiopeia, if it is to be introduced as a whole new area with new systems, planets, fields, possible factions and NPCs, I'd say that the way to do it would be to do it like Gallia. Sections at a time so that through the updates we can actually 'discover' this new area instead of it's lore being thrown at us in one big blop of uncanny reveal. The new sector could be a great opportunity for devs and admins (I'm mainly talking about Spazzy here) to pull what weird and creepy things you can into this area. Make it as truly spooky as space can get. This whole universe is pretty much a blank canvas to screw with, and the lore allows for lots of interpretations.
Cassiopeia, if it is to be introduced in a later update, could be a nice change of pace while the devs get the whole business with Gallia worked out. A nice testing ground for the limits of what we can consider honest to god FLer lore, and an empty place with no claims for factions to explore. Maybe a few factions could already be there, but in my opinion, it'd be best if it was completely unexplored. The biggest turn off for Gallia was that the lore was instantly thrown right in your face and that a whole house's worth of people already knew everything there was to know about the sector.

See this. While this was more about new Omicrons instead of Cassiopeia, the problematic is the same here, if not even worse.

No, Cass, if ever finished, is going to be something which has a much larger impact on gameplay than on the lore, mostly in regards to acquisition of unique resources, technology, and items.
That all being said, I can't see it ever getting done simply because the devteam seems to lack the motivation and/or time to sit down and properly discuss it at present.
LXP is a test system that was accidently left in release by myself more than a year ago. There was discussions about using Cass for cool stuff, but realistically it'll be better in PSF than with the current engine.
The thing about the dungeon unexplored systems is being worked on, but first we need a few more goodies for players to find and make it fun for everyone. The real challenge is to make it equally fun and challenging for both cap and snub pilots and balance it against people who would just slip past everything on cloaks.
Expect more activity on that front as soon as we get new admins that can handle sanctions and requests.

Perhaps if dev team might be willing to outsource some development, as you say yourself they lack motivation. I suppose things can be done. Conditions applied of course as services don't come easy. Like no interference from admins (can't be bothered by their circular logic) and such.
Get the freelancer mod studio, make a copy of the original universe and play around with the existing one. With a bit of creativity and time, you can create sick stuff. ;3

I'd take on the idea of a cloak-inhibitor system, so that cloak-able ships wont slip by.
Might be a good idea?
