I recieved a response from Christiane Laurich, kommissar of administrative department of the Rheinland Federal Polizei about Special permission ships registry, Information updated right now.
Following her recomendations, I need permision from Rheinland Military admiral or from Bundestag as Rheinland laws require.
The main objective for travel to Rheinland is just tradding Helium to The Ring base and return. Usually Im working on helium field in Pennsylvania, common place for rookie transports who dont know good Sirius Systems. The intention to go there with Jumpdrive is only for show them how to use those type of devices, so the use of the Jumpdrive will be not really usual. Being several transports in convoy make really dificult to keep coordinated, would be much better to Hyperjump togetherwhen totally needed, not often. I can confirm all transports are lawfuls and peace lovers, nothing about troubles. Just doing this i will can show to those young pilots about new places for their future bussiness with a bit more knowledge about special equipments.

Guten Tag, Herr Walker. My name is Laura Caspers and I was authorized by the Rheinland Government to reply to your message.
Your request was discussed and the government is willing to give you an opportunity to fly your Bustard carrier in Rheinland. However, the permission would be granted only for ship with jump drive. For security reasons, we can not recommend to grant you permission to fly with cloaking device in Rheinland, because at this moment you are not considered as trustworthy enough for such. Also, we expect you will inform federal polizei about at least some of your visits in Rheinland and about cargo deliveries which were made with use of your Bustard carrier.

Totally agree with the conditions. I have both devices in the Bustard, Jumpdrive and Cloak, but the cloak will be not used and the Jumpdrive only 1 time if any...
The unique objective is to dock in The Ring with some small transports carrying (they, not me) some Helium from Pennsylvania. Basically for show them the route, the area around Rheinland and some interesting lawful comodities in your house.
Cloak device is just mounted, but not for use there, and the Jumpdrive will be used 1 time, for teach them about how it works, but maybe also not need to be used as well.
I requesting this permision mainly for avoid any problems just for carry up these devices, even if I will not use them. Of course, I will try to inform any Rheinland forces before start the convoy.
Anyway, these convoyes will be not really often. If you want, I have really good relationship with Liberty forces, like LN, 5th, LNS, LPI... a lot of them can confirm my intentions are pure peacefull for helping young pilots just finished flying academy.

Like I said in my previous message, the permission would be granted only for ship with jump drive. Not for the ship with cloaking device on board, even if it will not be used. This condition is non-negotiable at this moment. If your ship will enter Rheinland space with cloaking device on board, this will be treated as law violation and your entry permission would be revoked.
Inform us, bitte, that you understand these terms adn agreee with them, otherwise permission can not be issued.

The problem is my Bustard Carrier have both equipments, that is why Im requesting permision, because both equipments are in the same ship, no others ships with equipments, just me.
The other ships with me will be just transporters, without special equipments... I hope you understand now my situation, I dont want to be in problems of course!
And... dont worry for delay! I know well the work is hard and some things must keep for the last... In my case, take your time! Im just planning for future routes, it will be not inmediatly.

We understand your situation, however like I said, conditions for the permission can not be changed at this moment. If you are not willing or not able to remove cloaking device from your ship before entering Rheinland space, then the ship can not be allowed to fly in it.
