inquiring about licenses for cloaking ships

This is Xuenqin-Jaiying of the Samura Industries, i have seen within you're laws that a cloaking device is forbidden as stated in post 4 of the Public Service Announcments channel .

I am wondering about its current status, this because i am have a device in my Renzu liner and i need it.
My plans are to seek out each pob in Sirius&Gallia and make contact with each owner, now as we all know not all bases are friendly to strangers and thus its more safe for me and my ship to get in undetected untill things are more clear.

Such announcement was made a considerable amount of time ago when a ban on cloaking decives was being considered. Nonetheless cloaking devices are still legal.

Please use the laws for a correct reference on what is illegal and what is not.
