Hi, quick question, to use a liberty navy ID for example and RP as someone in the navy would I have to be a part of the player faction? or just associated with the NPC faction?

you mean, to use a navy tag? if i remember, you can use LNS freely, the LN is restricted. all the militery npcs id are free to buy!

I just mean to buy a navy ID, then play as if you were apart of the navy (IE policing, levying fines, etc etc)

Liberty Navy ID Liberty, Bering, Hudson
Liberty Police, Inc. ID Liberty Should stay in Liberty.
Liberty Security Force ID Liberty

these 3 are npcs ID and also buyable as official but after recruiting via forum!

So before I can start RP'ing as the navy or police I have to sign on with them via the forums?

not obliged, you can rp without Official ID i think.

more it will be appreciated if you have to discuss with them!

You don't need to be part of any faction if you want to fly with the indy ID, but you need to be a member of the official one if you want to mount the official faction ID.

Indy ID as in Freelancer, or Indy ID as in the NPC faction ID?

As in the NPC faction ID.
If you got that mounted on your ship, you can freely engage in any RP as a part of this faction.
