At a point there was a thread about ship locks for individuals (non-official faction members) for a 50mil fee per each locked account. Was lost during the backup failure and data loss 1,5 yrs ago, no clue if it got restored since then or not.

The current lock file does not contain any non-tagged ships. It seems as though we did not go through with this idea. Nor there is an active discussion about enabling this for non-factions for the foreseeable future.
