Is there ways that trains with no cargo are dying for no reason killing trains from pilots (people) and then wait 2 hours to a systems. its there a way to use trains without a 2 hours waiting to have there cargo to have...
Being caught by a pirate even with an empty cargo hold does not forbid the other to make a demand. In that case specifically, it may be viewed as exactly that - the chance to not lose your ability to operate in the system. If you chose not to give in a pirates demand (whether or not you have cargo at the time), you are subject to a mechanic repercussion that forbids you from trading in that system anymore.
