It was by lucky chance that you did this in front of a cloaked sneakmin ship.
So you killed an obviously new player in another system. Fair enough. The person declined your demand and got shot for it, prompting the usual ''screw this game'' response from them.
Instead of leaving it be at that, you then proceed to fly to the system they respawn in and start flying in next to the station and around them to see if they would attack you.
While I PMed the player to explain them the rules you were so very intent on baiting them to violate, you instead were quick to, after being PMed by a mate of yours, to encourage them to stomp on the player instead? And that you are going to, in the meantime, submit a report on the player for re-engaging you?
No, this is not going to fly.
With the server population being at an all time low, this sort of behavior is directly detrimental to the future of our community.
We expect better from our community veterans. If you see a player who is struggling with the game, we expect you to be able to help them. Ignore them, if you, as you told me, feel as though ''it is not your job'' but baiting them into an attempt to further ruin their experience on the server - no.
If you require evidence, you may request such via PM from a Staff member. Only the accused or an official faction leader of the accused person's faction may request such. Once you have the evidence, and if you wish to dispute it, you may post in the Sanction Thread below. Do not continue PM'ing a staff member, as that will result in your Appeal being denied. If you PM a staff or post in the sanction thread and you are not directly involved, you are consenting to be subjected to the reprisal of my choice which may involve in game repercussions up to a ban. 1)How did I know he was a new player, I am not an admin? Even if he is, he should have read the rules before playing. He didn't try to contact me to explain him his fault. As I am not as a mindreader,as you are(I will explain it below) i didn't know what was going on in his head, maybe he just had fun shooting and breaking the rules.

2)Wow, now I am not allowed to fly near a dead player!? Rules say he isn't allowed to fly and should have docked. You said I had tried to provoke him(here you showed yourself as a mind reader) to break the rules to report him in the future and called it "Harassing". Is it prohibited now to fly and kill npcs around a dead player who's supposed to be ignored? He was ignored, no word or shot was fired to him. According to you(not all of the admins, I dare to suggest you didn't consult with others) i broke the rules and should be warned on the forum, unlike him, poor guy who didn't read or read the rules, broke them and wasn't warned/sanctioned. You were warned here, because of the nature of your offense and your overall ''age'' as a community member and due to your dismissive attitude during our mutual exchange of words ingame.
The new player, in the meantime, was warned over PMs by me ingame before that.
The player was not breaking any server rules by not logging off or docking. You killed him in Texas and they proceeded to respawn in New York. They were sitting near Westpoint when you arrived and, as you said, started shooting npcs. By taking the lanes back and forth and shooting said NPCs right in front of the player. Considering you yourself are not familiar with the PVP death clause, I am again inclined to think that your intent was to see if the player would attack you.
And later on report them, as you said yourself in the group chat.
With these observations, made, yes, you were baiting an inexperienced and visibly frustrated player into shooting you with the intent of reporting them to the administration team.
You wanted to know which rule you broke - this thread is my answer.
If this happens again, you will be forced to look for another server to participate in.
