Because the NEMP effect targets five entities within range, practially randomly. This time it killed two players and three NPCs. Another load could have killed the artillery dreadnought - that is if Spazzy didn't find some anti-NEMP armor.
The missile hit the Ish Tar. However, all boss NPCs above a cruiser are immune to the NEMP launcher due balance reasons. Cultist carries, for example, would drop 5 nemp ammo worth of data for every 2 spent. To avoid this - the boss NPCs are immune.

On a sidenote, do you plan to change the current PvE event mechanism? Seems a bit discouraging when anyone could basically steal all of the sci data without much contribution to the fight. I'm sure this has been brought up in the past but I seem to have missed the answer.
