I gave your leader an opportunity to come quietly. I'm certain you're hoping that there's a peaceful way out of this, and that's what I offered.
To us. To the people on the other end of the conflict whether you voted against it or not, it's difficult to see between the lines, and I appreciate you choosing not to involve yourself at the Freeport anymore as that's a big step.
I want to share with you the same opportunity I've shared with others. A chance to do the right thing and own up to what happened. You wish to make a difference from the inside, right? The best way you could do that is to have him sign this document.
Instrument of Surrender Wrote:I, acting as the sole representative of The Order Protectorate, Order Overwatch, and subdivisions of The Order, hereby accept the terms laid out in this declaration put forth by The Inner Phalanx of Auxesia on behalf of The Auxesian Covenant and for the sake of The Confederation of Freeports unconditionally.
- The Order will cease any and all offensive operations surrounding Freeport 11.
- The Order will cease all operations and withdraw assets from the systems of Inverness, Cortez and Coronado.
- The Order will hereby surrender all standing members of The Order Overwatch, including the Grand Admiral, to the Auxesian paramilitary.
- The Order will abolish the standing Protectorate Code, or limit it to the systems of Mu and Epsilon.
- The Order Overwatch will effectively be rebuilt from the ground up. Remaining assets will be tasked with upkeeping the original duty of The Order of Cincinnatus and continue efforts to remove The Nomad threat and combat The Core, including the removal of the infestee Enma Loyola.
- The Order will surrender the Bullhead-Class Olympius and its commanding officer, Rosalina Romanov, due to evidence of infestation for execution.
- All Order installations will be subject to inspection and investigation by the Auxesian Paramilitary. Items, articles and crafts may be subject to claim if necessary by order of the acting Venator on site.
- The authority of The Order and the next Grand Admiral will be subject to the The Inner Phalanx who will take such steps as deemed necessary to effectuate the terms of this surrender.

If he doesn't, I can't promise that The Order will manage to survive this much bad publicity. At some point your allies and supporters will see what happened when Order vessels sided with the Nomads, and they'll slowly cut you all off without exception, and you'll inevitably starve without supply lines. His leadership and decisions are turning your friends against you.
If you can convince him to surrender, it'll go a long way and put an end to this. We can start rebuilding The Order the way it used to be. The selfless heroes and valiant soldiers, fighting the insurmountable odds of the aliens and The Core. We can do that together and with the help of those who have finally seen through the madness.
I can tell you that there is no way in hell that even I am going to convince him that this treaty is the right way. Especially due to a few points on the list you gave us that even I look at with cross eyes. To list the examples:

See, I myself dont have a problem with the two first points, but at least the ones that I listed above are sure to not come to pass. We pride ourselves on not being subject to any government or organization, so we can continue our crusade against the squids without having political and ideological loopholes to keep us from doing our job.
As for the Olympus, I honestly do not know this Romanov, because she doesnt command the vessel. At least, not when it was tagging along on my ops. If you have evidence that this woman is infested that is irrefutable, even coming from enemy hands, ill gladly take it off of you and put it down for the Overwatch to review.
I want this conflict to end, but I will not stand for an outsider organization to take the leash over the Order and boss it around as they please.
If this treaty was limited to the first two points you stated, and maybe that of the protectorate code being limited to Mu, Epsilon and Minor (because this is still our old home), then I think you will have a better shot at success.
This Galaxy is vast; its wonders and beauty are almost unfathomable. But the galaxy also hides dark secrets, some of which have lain dormant since the beginning of time itself. There is a danger in secrets, both in seeking and in knowing. Some things are meant to be hidden from view. Some mysteries defy understanding, and sometimes even the things we think we know are untrue. Some secrets should remain untouched.

I have no intention of modifying the terms. This is non-negotiable, and for the benefit of all involved. Direct intervention is necessary to assure that The Order of Cincinnatus is returned to its former dogma. It's in The Order's best interest to comply, as it's already starting to shift and crumble. Public statements have already been made by independent vessels and the ORG subdivision that denounce your actions and state that they're no longer supporting The Overwatch. You're facing the beginning of a civil war and you and I both know you can't afford it.
With or without this document, The Order will not make it out of this in one piece.
