"Over the past week, I have spent time within Kusari speaking with the various factions that call it home, in an attempt to find additional allies to aid The Order in our fight against the Nomads and other alien threats. Unfortunately, it was discovered that few of these resident organizations are concerned with anything that does not immediately benefit themselves, or provide some additional degree of power or wealth. Such seems to be the typical outlook of humankind whenever there is something valuable to be fought over."

"Of the factions I met with, only one seemed eager to form an alliance and agreement with The Order, and that was the Gas Miner's Guild. We have worked, unofficially, with GMG forces in the past in order to clear out Nomad, Wild, and Phantom threats within the Sigma systems, and these past operations have proven valuable in furthering relations between our two groups."

"After returning to Order space, and having conferred with the other members of Order High Command, the following treaty has been written to be presented to the Gas Miner's Guild. Should the terms be accepted, this can be put into effect immediately."

The following terms are presented by The Order to be accepted by the Gas Miner's Guild:

Section One: Trade Agreements

The Gas Miner's Guild will be provided with a safe route, and where applicable Order military escorts, in order to provide shipments of H-fuel to Order space. The Order will prevent any and all allies, including the Corsairs, from assaulting any Gas Miner's Guild transports or combat craft within Order Territory. For the purposes of this agreement, Order Territory includes the Omicron Minor System.

GMG vessels will be provided freedom of movement within the Omicron Minor system only. No GMG ships are permitted within Omicron 100 unless escorted by Order Guard craft.

Section Two: Military Agreements

The Order, per it's part in this treaty, will provide the Gas Miner's Guild with increased military patrols within the Sigma 13, Sigma 17, and Sigma 19 systems with the goal of routing out and destroying any Nomad, Wild, or Phantom vessels.

As per agreements between the leadership of The Order and the GMG, no Order vessel is to fire upon any non-nomad, wild, or phantom ship within these systems, including bounty hunters guild vessels, unless attacked first and returning fire in self defense.

No Order ship is to open fire, whether offensively or in defense of his/her craft, within Two-Thousand Meters of any GMG structure and Five-Thousand Meters of Gas Miners Naha and Ogashawa.

While adhering to the terms set above, all Order vessels will be provided with full freedom of movement within the Sigma 13, Sigma 17, and Sigma 19 systems, unhindered by the Gas Miner's Guild. Should any Order vessel break the terms set above, that vessel's designation and all information pertaining to his/her actions will be reported to The Order High Command so that action may be taken to prevent further infractions.

Section Three: Equipment and Vessel Purchase

At this point in time, it is agreed upon by both The Order and the Gas Miner's Guild that no weapons or ships may be purchased from one organization by the other unless such purchase is agreed upon, on a case-by-case basis, by both the GMG and Order leadership parties.

Any GMG pilots wishing to purchase Order equipment or ships must first submit his/her request to both The Order High Command, as well as the GMG Guild Masters, and must be approved by both of these groups before purchase of the equipment or vessel is carried out.

As the recent summit has suggested, these edicts are acceptable within my eyes, and I strongly believe, the eyes of my fellow guild masters. I have only a few things to add.

The trading agreements sound feasible, but I do have my doubts about passage through Gamma. I surely doubt the Corsairs will appreciate this business, and while most of this will be your problem, I have reservations about the traders' safety. I suggest, while on runs to Minor, we be provided escort by an Order vessel if at all possible. This will hopefully impede the Corsairs' will to pirate or attack our vessels.

Also, for operations in the Sigmas, I would advise you to alter the lowest combat distances from miners to 2k from the stationary miners, and 5k from the Naha.

I look forward to our arrangements, Miss Kimura. This gets a yes from me.

Obviously our say in the treaty is with it. Ours being the 122nd. Now as for the GMG having to
travel through Gamma. My fleet is willing to station two of it's warships in or near the Gamma
Jump Holes to escort the GMG ships through the system safely. Given the ships are available
at the time of the supply run. If my ships are not available than you will need to find either
another route or another escort.

For the most part my vessels will be doing missions at witch I can not discuss to people not of
Order High Command.

Also if you can not make it to our systems we can possibly acquire a new
vessel to take the load through the systems you can not.

For miners you have inflicted quite alot of damage to Corsair ships and killed many Corsairs. My bond with them is strong , but sacrifices are to be made in the name of the greater good.

I shall agree with this treaty. It is no secret that we need your gas for our expanding fleet and such a treaty will greatly enchance our influence within the Sigmas.

Pilots under my command will occassionaly provide escort for Gas Miners Guild transports thrue the Omicrons , but they have been ordered not to engage Corsairs EXEPT in the case of self defence. They might try to negotiate with the Corsairs , but not to openly engage them.

this treaty would bring a boost to our income, this will supply us with the resources we need. in return we offer our support for some strange happenings in sigma 13. i certainly agree to this, it will also give us mor equipment in our campeign. it is what we need

I wasn't quite thinking as to what I was saying until Admiral Mirage Bre'Delakorsa spoke.

The ships in my command that I will have provide escort for you will escort you.
However going by what Mirage stated. My ships will not engage the Corsairs. As
escorts they are ment to engage all hostiles to the primary ship. Though seeing
as how the ships we maybe protecting are going through allied space. The
best we can do is negotiate with them and use our ships as shields against their
fire. My ships will not engage allied vessels sorry to say.

"Directed at guildmaster Vahl, there are currently stable routes between the Sigma Systems and Order space which do not require passage through Theta or Gamma. Primarily this route moves through the less-inhabited Kusari systems of Kumamoto and Nagano, through Tohoku, and into Omicron Minor. So long as the GMG do not have an issue with the Blood Dragons, this route would prove quite safe and reliable for any GMG transports. The Order is also able to provide protection from any Nomad attacks in these systems."

I will take you at your word on that, Commander. We have no real knowledge of the unknown reaches of Tohoku and beyond. It is apparent that you do, so you will need to discuss these routes with Raikoke and our trading division. Not to mention we will, as you said, most likely require assistance in traveling through Nomad territory.

All the same, if this can be worked out sufficiently, I look forward to the future of our two groups.

We agree to the terms laid out by your two Admirals, that we do not expect you to fire on Corsair ships, however, could you try to negotiate with them, if we do meet?

However, as Guildmaster Vahl-san said, could you have your scribes perhaps correct the treaty to 5k around Naha, and 2k around the other gas miners?

"The terms have been corrected. The cease-fire distance around GMG structures is two thousand meters, with the distance being increased to five thousand meters around Gas Miner Naha as well as Gas Miner Ogashawa."
