Is perfectly all right if the low level char attacks first correct?

Yes. In self defense it is okay. Make sure you have proof though, because some not so fair players might want to try and play dirty and show the evidence they want only.

Unless they're on the verge of killing you, dont shoot back. A long while back I was sitting around manhattan in my transport, and a new player (starflea and all) launches, kills half a dozen other new players sitting outside the planet, kills most of them again after they undock, and starts shooting at me. Now, of course, he couldnt scratch my shields, but in defense of the other players I blasted him... got sanctioned for it. I still think I was right in what I did, but that doesnt stop the admins =P

Any player under level 30 with a non-civilian ID is open to attack though. He could be level 1 with a pirate ID and you can blast him.

Still, I would take my screenshots and make my case, because I don't believe you should've been sanctioned for it, Tenacity.
