Background
Not much was known about this government prior to it's emergence from the seas of Marseille in March of 742 A.G.S., due to the secretive nature of its founders. Three sunken cities, massive domed superstructures meant for underwater colonization, are responsible for the creation of the Syndicated Minarchy.

In these cities, powerful trade unions, most of which are in the pocket of the Unione Corse, had political leaders step up to the plate, rallying the people of Marseille behind them. The failures of both the Royalists and Council as governments in Provence motivated them to take control, as the Duke of Provence fled to Planet New Paris.

Unlike the Council, the Minarchy has a more peaceful vision for the future of Provence. Operations like the relief for Castellane have been put into effect all over Marseille, and ships are being constructed for the new Minarchy patrols around Provence.

Unlike the Royalists, the Minarchy is far less restrictive of certain goods, and is rumored to be involved in the Nox business, mainly as a way to avoid taxing citizens as much as possible. However, Cardamine and Slaves are frowned upon, and being a friend of the Corse will not save you from prison if you're caught carrying them in your cargo bay.

There are rumors that The Council plans to move civilians from Planet Tolouse to Marseille after the Royal Navy finally found their rebel base. This is frowned upon by most of Marseille's populace, who sinply do not have room for the Council's numbers or ideals.

People under the Minarchy are typically into business of all types on the resort world. Many more practices have become legal here, and Nox is always in good supply for those who want it. Still, there is a sense of dread, from the debris raining down on the peaceful world, and it's a well-known fact that even with the Minarchy's help, keeping Marseille safe will be difficult until it's cleaned up.

Currently, the Syndicated Minarchy is run by a small congress of political upstarts, each one representing a different region of Marseille, and a few from other ventures, such as local businesses, space stations, and the Unione Corse.

Diplomats have been elected by this congress to begin negotiations for a concrete treaty of neutrality, with both the Council and Kingdom of Gallia. Gallic corporations, apart from EFL's Solar Engineering subdivision, are welcome in Provence to kickstart the economy of the Minarchy. Space forces, using mostly civilian or secondhand black market ships, have taken to the skies, patrolling Provence and keeping civilians safe.

Criminals in the Kingdom can also visit Provence legally, but are expected to not turn to piracy and terrorism within Minarchy borders. Known violators of this tend to end up outright disappearing, or leave Provence indefinitely. There's even a rumored Brigand base that sends ships to make deals on Marseille, though thst is "purely speculation", according to official reports.

Outcasts and their allies are not welcome in Provence, and Nomads, while an extreme rarity in Gallia, are shot on sight as well. Occasional conflicts between Freelance miners and the GMS still do happen, but Minarchy forces are quick to defend Toulon should this be a major issue. It is rumored that GMS has cut a deal with the Corse to ensure protection in the Carmange Field.

Cannes resort, under the direct control of the Minarchy, has become even more popular as of late. Royal visitors still frequent Cannes, though under tighter security, as Cannes is now in a foreign nation. The Maquis, dangerous as ever, are closely monitored by the Minarchy, as they are a wild card when it comes to Royalists.

The Unione Corse, crafty as ever, have kept their assets in the Mer Meditterane in seclusion, as they move their black market dealings to Marseille itself. Monaco Base, the rumored headquarters of the Corse, has been further locked down as a result, as while it can't keep up with an entire world, it certainly is a good spot for secluded meetings among their ranks.

Rumors of Gallic Royal Intelligence agents and Council agents on Marseille exist, but it is most likely that even if they are on world, they have no real power. Word gets around, and sometimes bodies wash ashore if a local Syndicate's operations are interrupted.

Living conditions for residents of Marseille are rather luxurious, even at lower income classes. Still, poverty exists, mostly consisting of disabled people, frequent gamblers, or those who simply blow their cash way too quickly. Things are expensive, and if you want to be successful as a new resident, make sure to bring extra credits, or be in good word with some of the business leaders.

For those who decide to work for the Minarchy, the job pays well, and despite the lack of a large capital fleet, training holds up to that of the Council and Royal Navy. Pilots with the SMP| tag are not to be underestimated, even in civilian craft. The flagship of the Minarchy is a repurposed Council wreck, the Aubagne. Smaller "Asco" gunboats make up the rest of the capital forces, with plenty of fighters and bombers to back them up.

Code of Conduct
In-Game Communication: Members are required to stay in-roleplay at all times in /s system and /l local chats. Out-of-roleplay in /g group chat must be marked with // unless otherwise agreed upon by all members of that group.
In-Game Roleplay: Players must keep in mind who their characters are; in personality, background, and reactions. They are also to understand the position of characters they encounter, and the fact that other people are behind them.
In-Game Combat: Fair fights are encouraged, though not strictly required. Ganking, however, is frowned upon, so please refrain from such behavior.
In-Game Equipment: Ships and weapons from the Tertiary Tech Usage all require permission from the High Command to use.
In-Game Trading: Players in SMP| have to maintain a somewhat lawful image, so trading goods should be mostly left to the traders. Exceptions include sensitive cargo, such as confiscated Cardamine or Slaves en route to freedom.
Forums Roleplay: As a roleplay-oriented faction, members who seek out RP opportunities for their characters (in the Communications Channel, SMP| Faction Threads, Stories and Biographies, etc.) will be rewarded appropriately for their work.
Other Factions: Metagaming, powergaming and ooRP espionage, either detrimental or beneficial towards this faction, will not be tolerated.
General Roleplay: Alternate (alt) characters may be necessary for some positions, depending on the background or current position of your main character. To prevent confusion in creating an alt however, please contact the HC.
General Behavior: Be kind, decent, and fair towards one another. ooRP drama is by no means encouraged, so keep it out of SMP|, please.

Look up "Minarchy" on a search engine, to see why that name was chosen. The devs spell it like this as well.

Nope, "minarchy".
It's a kind of small government libertarianism.
I have to assume that in this case it's a kind of libertarian syndicalism or something.

Minarchism is a political philosophy advocating the reduction of government functions to a minimum scope, providing people with only bare-bones services such as law and security. It's considered a form of libertarianism, and since it finds some useful role for the state, it's incompatible with anarcho-capitalism (Unless, of course, you consider the Friedmanesque voucher a bridge between anarcho-capitalism and minarchism), another major form of libertarianism. Ayn Rand's views could be described as minarchist.

Minarchists advocate for a "night-watchman state" that is not responsible for the education, health care, employment or transportation of its citizens, neither makes it any use of natural resources in its territory. All of this is instead held privately or publicly, but is never susceptible to any interference of the state, its law or its representatives. Minarchy is, of course, different from anarchy, since the latter term means a complete absence of a government with all services, including even law and security, done or exercised by people themselves.

This Galaxy is vast; its wonders and beauty are almost unfathomable. But the galaxy also hides dark secrets, some of which have lain dormant since the beginning of time itself. There is a danger in secrets, both in seeking and in knowing. Some things are meant to be hidden from view. Some mysteries defy understanding, and sometimes even the things we think we know are untrue. Some secrets should remain untouched.

What's your diplomacy like? From my understanding the Minarchy is anti-GRN, and are in a sort of friendly relationship with Council, though they value their independence. Also i'm not sure about the banning of Outcasts, what is the basis for this? I figured they are looking for any kind of business, lawful or unlawful. GRN is powerless to do anything in Provence to stop whatever they do.
