GIMP and PAINT.NET are free but most artists around these parts use Adobe Photoshop, its really not that hard to torrent it..and it comes out totally free too

I am using Adobe Photoshop CS (first generation). I never update to newer version, and I'm just fine with all my functionalities.

I use Serif PhotoPlus. Easy to use, easy to learn as well.

The sigs I am using, I've made with it. I'm no great sig artist myself, but I like it.

Paint Shop Pro wasn't that bad either, although I haven't used it in a looong while - cause I'm a Photoshop-aholic bitch - but I remember it, from my noob days (that stretched to this very day..:P)

Adobe Photoshop CS4 Extended.
Gimp would be a good program to use, it is powerful but the layout can be a bit more complicated than photoshop.

Gimp is good, free, and made by Linux.
