General Information


The Liparian Republic (Officially: La República Liparia) is a microstate in the northern Tau Sector, and a client state of the Crayter Republic. Once fashioned as the Second Maltese Republic, the state has since undergone a drastic effort to rebuild its image in the face of continuous scrutiny from forces all around them.
Despite this, the Republic has prided itself as a bastion of liberty within the desolate and often war-stricken Tau sector, and has maintained a distinctly foreigner-friendly attitude since its inception. Due to their deep-running connections to the Crayter Republic, as well as the myriad of influencers that have made their mark on the microstate over its lifetime, the Liparian Republic maintains a strong, almost religiously loyal attachment to the ideals of democracy, individual freedom, and the rule of law.




History and Lore


Once born from the ideals of republicanism in Maltese social circles, what was once the Republic of Malta was birthed from the ideal of the First Maltese Republic, which came to life shortly after the fall of the Council of Dons. Short-lived yet fair, this republic bore with it many of the same ideals that birthed Lipari's predecessor. Its only obstacle was the establishment of the Tarxien Order, otherwise known as the Crimson Cross. Imperialist, hyper-nationalist, and likely corrupted by the devious Slomon K'Hara, the Cross declared a holy war against all they saw as inferior, and bled into every aspect of Maltese society.

These heinous acts quickly obliterated the First Maltese Republic, and sparked a tide of unchecked Maltese aggression, which culminated with the Crimson Cross' infamous invasion of Omicron Delta in 822. Numerous breaches of standard conduct, as well as violations of their oaths to the Republic beforehand, caused several warships in the advance force to break off in defiance of orders from the Cross commanders. Headed by the Destroyer Santa Maria, the breakaways were attacked by the remainder of the Cross assault force, and driven into the interstellar medium.

After several weeks adrift, the crews found themselves in the Tau sector, and quickly began to take stock of their options and how to proceed. Through deception and subterfuge, the rebels backed by numerous Republic-era pilots, crew, and personnel worked to sieze many critical assets that the Cross had captured from the Republic's loyalist forces in the interim. With many resources in hand, and the flagship of the First Republic at their command, what soon began calling itself the 72nd Fleet quickly started forming ties with many of the Cross' enemies. Though they had found strong allies in their fight against Malta, their enemy would soon change face.

With the fall of the Cross in 823, Malta was soon usurped by the National Council. While the republican loyalists had some hope that this new order would bring about changes they would align with, their hopes were quickly dashed following the Council's absorption of many of the Cross' elements. This coupled with the now newly declared Second Maltese Republic's ties to Crayter, the Council, and the IMG brought upon them the ire of much of the homeworld's population. All of this forced the Republic to redouble their efforts, and despite the fury of the Gallic invasion blazing around them, the Republic began their shadow war with the homeworld in earnest.

This war was not meant to last, however.

Two more Maltese unitary leaderships passed as the Republic's influence dwindled. While the nationalists of Malta laid on the pressure, crippling Crayter's military force in the Taus, the Republic merely staggered after every blow. Coupled with the ferociousness of the Blackout and the Great Dying, where much of the Republic's older generations and leadership fell to cardamine withdrawal, this saw the implementation of martial law to ensure stability and safety. After years of a downward spiral, a devoted effort to reverse it was put forward, and while it sacrificed the Republic's Maltese identity, what emerged drove home the ideal of many who called the Republic home:

Peace for the Taus at any cost.




Governance and Leadership


As outlined in the Republic's constitution, Lipari is a liberal democratic republic espousing the ideals of liberty and the rule of law. Critical to this function is the government, and while much of the nation's internal deliberation is handled by the Congregation, its external processes are handled by the President and their executive departments.
As Lipari, like the Maltese Republic before it, was founded within much of its leadership's lifetime, there are no native-born Liparians that have a hand in the government just yet. Instead, Lipari is led by peoples from all across Sirius, from Rheinland to Gallia, and Bretonia to the Edge Nebula. The departments listed below are responsible for the smooth operation of the executive branch, as well as the ratification of proposals passed by the Congregation alongside the President and Vice President. In the event of a readily capable tie amongst the cabinet, a '9th Citizen' is elected from outside the Executive, commonly from the military, and given a final deciding vote. Said vote cannot be challenged, and whomever has held the position of 9th Citizen is forever forbidden from holding it again.

Department of Defence - Maria Cortez
Responsible for the deployment of the Republic's Armed Forces, the spending of its budget, and carrying out all directives from the President related to the nation's defense. The only cabinet-level office that requires its Secretary have past or present service history.

The Department of Defence is currently based out of Ferrol Starbase.

Department of Colonial Affairs - Theodore Hudson
Responsible for the development of the Republic's claims and operations relating to the affairs of the Republic's colonial expeditions.

The Department of Colonial Affairs is currently based out of Lipari Colony on Planet Borneo, 18th block #512.

Department of State - Reyna Cleese
Responsible for acting as an in-between for the department heads and the Presidency, overseeing the well being of the cabinet and the treasury, and directing the Office of National Security (ONS) and the Foreign Surveillance Department (FSD).

The Department of State is currently based out of Liner Barcelona.

Department of Foreign Affairs - Alexander Bayner
Responsible for conducting diplomacy on the nation's behalf, from international relations to representing the Republic's intentions in matters where the deployment of an armed response would be unwarranted.

The Department of Foreign Affairs is currently based out of Liner Barcelona.

Department of Education - Carmen Gill
Responsible for ensuring equal access to guidance and learning for every Liparian citizen, from young to old, on matters relating to general education, including access to and the development of technology and information. Also responsible for ensuring proper treatment of veterans and those near or at the poverty line.

The Department of Education is currently based out of Lipari Colony on Planet Borneo, 12th block #76.

Department of Commerce - Roseline Bourcier
Responsible for the trade and commercial aspect of the Republic's government. Trade regulations, imports and exports go through their department, and are the backbone off which the rest of the nation works off of.

The Department of Commerce is currently based out of Liner Barcelona.

Department of Civil Development - Eli Alan
Responsible for the technological end of the Republic's government. From civil architecture to reverse-engineering of pre-existing developments, as well as exploration into unknown fields, including the dangerous route of Cardamine Integration.

Diplomacy and General Relations


Despite Lipari's small size, the Republic has quite the idealistic position when it comes to Sirius' cosmopolitical stage. From great houses to independent organizations, the Department of Foreign Affairs is never idle, and maintains a standing, and in many cases public, record of the Republic's outlooks, positive or negative.


The Major Powers

Bretonia [Image: 220px-BretoniaFlagPS2.png] - Once seen as the hopeful aid to the long and arduous ideal of a peaceful and stable Tau sector, Bretonia's drastic shift towards strongarming bureaucracy following the defeat of Royalist Gallia drew much ire from those within the Republic's government. While given the respect of both a Great House and of a member of the Great Alliance against the Gallic Crown, Bretonia is increasingly seen as a bully within the Taus, and are given just as much caution as they are praise.

Rheinland [Image: Flag-rheinland.png] - The only Great House Lipari has had no formal contact with. While Rheinland is seen as a potential avenue for trade, many within Lipari's government have expressed concerns regarding the nation's lack of representation and democratic process. The banning of Lipari vessels flying Crayterian Federal charter idents from Rheinland space hinders any cooperation beyond waving to passersby.

Kusari [Image: Flag-kusari.png] - Regularly considered the cause of much of the Tau Sector's turmoil, the Kusari are welcomed in the Taus just as well as any Outcast or Nomad is. The Republic officially blames Kusari aggression for the destruction of the Crayterian Fleet over Borneo, as well as the dissolution of the promising Gallic Confederacy and the rise of the authoritarian Gallic Union. This combined with the 'Empire's self-righteous attitude leave no love lost between them and the Republic.

Liberty [Image: Flag-liberty.png] - Largely aloof with regards to Liparian politics, Liberty is seen as both sinner and saint. Largely recognized as the engine that beat back Gallia from the Bretonian heartland, they are granted much respect, especially from veterans of the war. Despite this, Liberty's willingness to betray agreements with local communities such as the Zoners on Erie, as well as their increasingly nationalist sentiment, are seen a deeply concerning with regard to cosmopolitical stability in Sirius. With an economy without rival, Liberty is both a potential friend and a concerning opponent.

Gallia [Image: WZb7dIJ.png] - Having gone through two systems of governance since the end of their civil war, the more recent incarnation of the Gallic state, the Gallic Union, has drawn much ire from those who fought the Royalists. Still, despite effectively being an oligarchic military junta, Lipari has never once considered a working relationship with the Gallic state a lost cause, even if the Republic's position as a Crayterian client state has made this effort more difficult than it needs to be. There is hope within the government of a potential relationship, preferably one with less Bretonian interference.

The Minor Powers

The Crayter Republic [Image: UuJsIzJ.png] - Lipari's closest ally, and the Republic's truest friend in Sirius. Much of Lipari's ideology, like the Maltese Republic before it, was inspired by Crayter's politics and proclamations. Though Crayter's recent turn towards populism has drawn some ire from some of Lipari's leadership, Crayter's stance against the Outcasts and desire for security within the Taus aligns with Lipari's point-for-point, even if they occasionally shoot the wrong people. Still, they have spirit.

Independent Miners Guild [Image: fZsY0sJ.png] - Though the Guild's leadership has changed much since the days of Jack Henderson, the Republic has always maintained a warm disposition towards the IMG and its people. Despite the numerous injustices levied against them by the Houses, the Outcasts, and even the Republic's ally in Crayter, the IMG lives on, and it is this defiance and stoicism that the Republic honors and respects more than anything.

Task Force Prometheus [Image: PdU2YZD.png] - Allegedly the most recent incarnation of the Hellfire Legion following the Liberty Navy's operations in Vespucci, current exposure to them is unofficial at best. Republican leadership has hopes for renewed contact, however.

The Technocracy [Image: mn1QK0X.png] - Enigmatic to a fault, Auxo's mysterious nature has been a sore spot for many Liparian officials to grapple with. Though they oppose the Core, Outcasts, and the flow of cardamine into Sirius, they are not without their downsides; They attack the Order, regularly interfere with Crayter's operations, and are whimsically untrustworthy. Liparian leadership has had hopes of establishing true relations, but each passing report makes that hope seem more like a pipe dream.

The Dublin Republic [Image: cBJ6ymo.png] - While only currently a provisional governing body, the Mollys of Dublin have long been a group praised within Liparian culture for their bravery and courage against all that have stood against them. Despite their history as pirates and terrorists, much of the blame for the latter being Bretonian sources, there are many in Lipari that would relish a free Dublin as part of the international community.

The Corsairs / The Imperio Corsario [Image: Flag-corsairs.png] - Once an enemy now turned aloof strategic partner, Lipari's position on the Corsairs differs depending on the questions asked. An ally against the Outcasts? Yes. Friends to conduct business with? No. Many in the Republic are quick to remember the Corsairs' strategic alliance with the Gallic Royalists during the Blitz, and are just as quick to dismiss any notion of Lipari and Crete coming together to exchange anything but short glares.

The Core [Image: Wb8qYzG.png] - Viewed as just as much of an existential threat to the Republic's way of life as the Nomads or the Gallic Royal Remnants, The Core are unwelcome within Republic space, and whenever given the opportunity are quickly dispatched by the Armed Forces. The Republic does not tolerate empires that rule through oppression and fear, and will never recognize any 'Imperium Omicronis'.

The Outcasts [Image: Fc_ou_grp.png] - Despite Lipari's origins in Malta, there is little love lost from marking the Outcasts as dangers to the Republic. Lipari itself was nearly annihilated when the Captana and Basilica came to Borneo, and even after years of recovery the scars are still visible. To many Liparisi citizens, there can be no peace in the Taus so long as the Outcasts exist.

Gallic Royalists [Image: 90px-Flag-gallia.png?dateline=1354467234] - The remnant forces of the once prominent Gallic Royal Navy, the Royalists are the last vestiges of a still existential threat. Despite the Republic's joint efforts with both Crayterian and allied forces, they remain a nuisance within the Tau sector.

The Nomads [Image: Keepers_Logo.png] - Sometimes viewed with a sense of curiosity and astonishment by those that simply don't know any better, the Nomads are an absolute abhorrence towards the Republic's way of life. The Armed Forces, like with the Core, are given a 100% weapons free status when dealing with any individual of the Nomad race. The respect for life does not extend to those who so willingly take it away.
