To all interested parties,

Greetings from the Bretonian Government.

The cabinet has just ratified the following exemption to the base registration procedure to facilitate rebuilding efforts within areas affected by the war:

<Base License Exemption>

Licensing fees stipulated in the Laws of The Kingdom of Bretonia, are to be waived under the following circumstances.

1. The Modular base to be constructed is located by the following wrecks;
  1. Stokes Wreck, Leeds
  2. Glasgow Wreck, Leeds
  3. LD-14 Wreck, Leeds
  4. Southampton Wreck, New London
  5. Birmingham Wreck, Manchester
  6. Cardiff Wreck, Cambridge
  7. Belfast Wreck, Newcastle

Or,
2. The following Key Development Areas
  1. Gran Canaria Orbit, Omega-49
  2. Planet Sprague Orbit, Omega-3
  3. Planet Leeds Orbit, Leeds

3. All requests for exemption must fulfill the following criteria
  1. The Base must be built for the purpose of supporting construction efforts
  2. The Base purpose, affiliation and overview must be explained in the application, to be submitted to this notice
  3. Building party has no issues, legal or otherwise within Bretonia

4. Additional information
  1. Building a base does not equal to obtaining a monopoly on reconstruction efforts, only a share. Multiple bases may be approved for a single site.
  2. Bases built within Leeds and Omega-49, owing to the security issues within those systems, are to be given automatic approval for weapons platforms, to secure the base from hostile forces,
  3. The DSE base "Old Trafford" built next to Birmingham Station for purposes of supporting the rebuild, if requested, may receive portion of the license fee in a rebate
  4. Any questions to the above clauses and the exemption itself, as well as requests for expansion of the scope, may be directed to this notice for the consideration of the government.

The Kingdom of Bretonia welcomes all proposals with open arms, and thanks you all for your help in getting us back on our feet.

We stand with you, and will indeed be keen to facilitate the construction and repair of Birmingham Station. We are also ready to construct, reconstruct and repair all tradelanes throughout Bretonia.

As you are aware, there are two Bases of Operation that =DSE- has in Bretonia. Old Trafford is ideally suited for Manchester and New London.

Dorset Station in Poole is less opportune, but we are still keen to finish the tradelane build to Plymouth Outpost. The effort is put on hold until the critical rebuild of Bretonia. Should the Hypergate be repaired, and we wait in anticipation on Ageira resolving the issues, then that may well become a benefit. We can divert efforts to construct the tradelane and Jump Gate to Omega 49 via the Poole Jump Hole. This would seriously speed up the work in Omega 49.

In regards to establishing a Base of Operations (BaseOps), having divested ourselves of our HQ Chicago, we are in a position to set up in Leeds near Glasgow. We would need to know the restrictions if any.

Oh, yes. It would be beneficial if we could have a rebate. This would certainly under-gird a new Base of Operations.

Thank you for your interest.

The Bretonian government is willing to offer you a rebate of 50% of the license required for Old Trafford. Please provide payment instructions and the sum will be wired to that account.

As for your proposal to build a modular base in the vicinity of the Glasgow Wreck, we welcome this.
If you could provide;
  1. Proposed base name
  2. Location (next to Glasgow is a given, but for processing purposes),
  3. General purpose of the base (i.e "logistics center" or "construction crew base of operations" or some such, one sentence description),
  4. Future plans (feel free to write what you feel relevant),
  5. Organisations you wish to cooperate with for purpose of the rebuild (i.e, Universal shipping, Crayter Republic, BMF, etc.),
  6. If you wish to construct weapon platforms as part of the build

The base name will be processed once the above details are provided, with no fee incurred.

Thankyou for the confidence in =DSE-. Our construction team of Deep Space Engineers is on site and ready to deploy Hamilton.

Name: Hamilton
Purpose: Construction Base of Operations
Location: Opposite side of the tradelane and jump gate from Glasgow, slightly above the plane to avoid traffic congestion. View is the tradelane on the left, Jumpgate on the right, and Glasgow to the front.
Future Plans: We imagine a two-core operation based on the Old Trafford model. As is always the case, once we have completed the work, we will gift the base to Her Majesties Bretonian Government. Hence all our base names relate to historical place names, Hamilton being a major suburb of Glasgow in old earth history.
Partnerships: We prefer to use local supplies, suppliers and shippers. So, for all intensive purposes this will be Bretonian. What better way to aid the rebuilding of the economy but by offering jobs for locals.
Defence Platforms: This would be a requirement. It is still a hostile environment. Three minimum, four optimum.

Please send the rebate funds to =DSE-Enterprise .
Also let us know when we can begin construction.

Your base request is deemed suitable, and you may proceed with base construction near Glasgow when able.

Of course the license fee has been waived.

I am afraid I have no record of your organisation in Bretonia, and I would suggest you first make contact with the Secret Intelligence Service so they can conduct a thorough background check, such is their proficiency. If the SIS can verify your organisation we can consider your application.

Greetings Secretary Callahan.

We have made excellent progress on Hamilton, base of operations for the rebuild of Belfast Production Facility. So much so that we are now able to focus attention on the rebuild and humanitarian efforts to Planet Leeds itself. We have chosen, given the good state of repair the tradelanes are in between Stokes and Belfast to downsize from the original specs. This means resources can immediately be directed to Planet Leeds

If you are so inclined we would like to begin scoping out the site for a new future HQ/R&D facility at Leeds. Immediate call of time and resources would be to build the Docking rings again. This would immediately benefit the relief work so desperately needed for the citizens on Leeds. Secondary efforts would then be getting the docking rings, mooring fixtures, trade lanes and jump gates rebuilt.

Should we get the green light, Mr Secretary, we would start immediately.
To offset delays I have pre-empted the things you would require. I hope you don't mind.

Name:Leeds Central.
Purpose: Potential HQ and R&D facility for =DSE- but immediate purpose is humanitarian focused and reconstruction throughout Leeds.
Location: Opposite side of where the replacement docking rings and mooring fixtures will go, slightly above the plane to avoid traffic congestion. Jump gate to Stokes Smelter to the left, trade lane to the system formerly called Edinburgh on the right.
Future Plans: We imagine a two-core operation based on the Old Trafford model. Depending on need we might make this our Bretonian HQ.
Partnerships: We prefer to use local supplies, suppliers and shippers. So, for all intensive purposes this will be Bretonian. What better way to aid the rebuilding of the economy but by offering jobs for locals.
Defence Platforms: This may prove to be less a concern, but we see a potential of two if required.

Regarding your request for exemption for a second base.

There is no more humanitarian efforts ongoing at Planet Leeds, the planet is.. silent. We cannot even begin to fathom how to do anything with the planet at this time, it could take decades, hundreds of years even for the planets eco-system to recover, such is the scale of the damage.

Planet Leeds orbit however can make use of a base for system-wide rebuilding projects, the lanes adjacent to the planet and potentially a new base in orbit for some purpose. Keep in mind that Stokes is still open for a base if that would be more appropriate for your location.

If you wish to go ahead with Leeds orbit, you are granted exemption for the license fee, and I will have your base added to the register.

This is indeed very grim news about Planet Leeds. It saddens me terribly to consider the suffering that the civilians on Leeds must be enduring.

Given what you have told me there would be little more that could be done for the infrastructure that cannot be done from Stokes. I will take your sound advise and build Leeds Central at Stokes, This may prove to be a more suitable hub for repair and construction work throughout Leeds. Easy reach to Belfast, LD 14, and the infrastructure around Planet Leeds itself.

Should it prove necessary a trade lane from Stokes to Newcastle would be advantageous. We will scope out the work and submit a report.

Senor Callahan,

My name is Gabriella la Huerta, Secretary of Commerce for the Republic of Malta. After a period of deliberation regarding internal affairs and the possibility of maintaining such an asset, the Cabinet has reached a decision and has opted to act.

The Republic of Malta, in the interest of assisting with the reconstruction of the Leeds system and its infrastructure, hereby submits the following request.

Maltese Department of State Wrote:Name: Porto Depot
Purpose: Economic trading hub and storage housing for reconstruction efforts.
Location: 1km west of the Tau-31 Jump Gate in Leeds within range of the Glasgow Wreck.
Future Plans: The station is expected to serve as a trading hub after efforts to rebuild the Glasgow area are complete. The Republic has an interest in establishing more permanent economic ties with the Kingdom of Bretonia, and a trading hub on the border serves this interest well.
Partnerships: The Republic is expected to fully finance the construction and operation of this station, though officially we plan to offer to Crayterian and Bretonian captains the option of being compensated for work supplying and maintaining the installation.
Defense Platforms: Due to potential danger of operating within the Leeds system, Porto Depot is expected to maintain at least two defensive platforms for the purposes of protection from renegade Royalist forces or the occasional dissident group

Construction on this station, should Bretonia accept and authorize it, is expected to begin within the next few weeks, as the Republic organizes materials and personnel to this task. The affiliation of the station will be linked to the Republic, reflecting a Maltese stance, and will inherently authorize the docking of lawful assets within the region (BAF, BPA, SIS, CR, etc.).
We look forward to working with the Kingdom, and assisting in rebuilding its presence within the Leeds system.
