The SCRA has full Sirius ZOI and can raid any part of Bretonia. However, Bretonians are limited to waiting for the SCRA to come to them, because Exeter is a yellow system for them. It would make sense inRP for the BAF in Omega-49 Exeter to make sallies into 52 in order to delay the SCRA invasion until the Ark Royal arrives, and punitive expeditions when it does arrive. The BAF| can request a perk, yes, but indies can't do that.
If the BAF is defensive all the time, that will make the faction too advantageous. The defender can always choose which ships to log and there's always the unpredictable few players who launch after the battle has started and ruin the balance. Luckily that hasn't happened today, but I've had negative experience with it.

That'd be fun. I'd log my BAF indies for that.
You can use a faction perk to impact indies. You can even use a perk to sponsor changes in different IDs entirely, on behalf of another group of players. I made Zoner Militants using a Unioner faction perk. Military Salvage was a Unioner perk that changed several non-Unioner IDs.
You have a lot of freedom with perks. Send that request for indies, Thunderer.

Nvm then, I didn't know, thanks. I'll try to organize a BAF sally into 52 next time then. I thought yellow meant no +1 ZOI, didn't know there were supposed to be asterisks. Thread can be closed, it's pointless now.
