To whom honourable government representative it may concern,

My name is Lulatia Bellisario, captain of the Deep Space Engineering (DSE) vessel with the name “Short Empire” and I formally request permission to be allowed to carry people (humans) on a specially adapted Class C5 Liberty Transport (“Bison”) ship.



This ship, while originally designed for rapid troop transports (i.e. Commando’s, Marines and other military personnel), has been modified by DSE engineers to be able to safely transport 3800 persons and carry-on cargo in the comfort similar to economy-class flights. 

Furthermore, the vessel has been outfitted with additional armour (CAU VI) as well as allowed defence equipment and on-board medical equipment as to ensure the safety of any people and/or cargo carried.



Though reasons are explained in short form below allow me to explain that the transport of people will only be undertaken for:



1. Humanitarian actions as requested by DSE and/or Liberty Governmental organisations;
   
2. When requested by the Liberty Government or by any officer in charge of a Liberty Governmental Organisation, to transport a maximum of 2000 combat-ready military personnel whilst not being permenantly 'on-call' for such duties;

   
3. When requested by DSE and/or Liberty Government organisations or by any officer in charge of a Liberty Governmental Organisation, (emergency) evacuation of 3880 people whilst not being permanently 'on-call for such duties.
   


Currently and main reason for request is Operation United Hope as well as any future operations which may be undertaken while abiding to the explanation for requisition and subsequent permissions as stated above.

Additional Notes, Comments, Questions or Requests: Transport of people will only be undertaken for above mentioned reasons whilst complying with the Laws of Liberty and adhering to any and all instructions given by Liberty Government organisations or by any officer in charge of a Liberty Governmental Organisation.

Good day William Hawthorne,

Thank you for taking the time to review and approve my request.

As your office has undoubtedly taken their time to consider the approval of my request, Operation United Hope is in its final stages because the combined effort of both DSE and partners who have been helpful to ensure this humane undertaking. Your approval to my request, however welcome, is no longer a necessity and I hereby cancel my request.

On a personal note, I must point out that your request for a license payment of 50.000.000 SC is somewhat over the top. Especially considering the fact that not only the vessel in question was created in Liberty and designated for the transport of people. My crew and I have also been considerate, thoughtful and caring as to modify it to be more suitable for people transport as well as offer to help out the Liberty Government on request regarding the (emergency) transport of people.

Having said that, thank you for your response but the license is no longer needed.
