Bug: Thuringia and Sektor 7 still have Military IFF'd bases

Battleship Bayern, Fort Sommerda (current restart point for Federalists) in Thuringia and Battleship Koblenz in Sektor 7 still have Military IFFs, Federalist ships cannot dock on them and can't purchase crucial equipment.
