To All Worker Comrades of the Sirius Coalition,

The Coalition has been slowly uplifting itself from the stagnation of the past. Although our Industrial might may of been growing, our Military forces are in need of new vessels to defend the home front and assist our allies from afar. We now find ourselves in a time of war, and thus the construction of new military capital ships are in dire need. The army is currently occupied in defending it's borders, preparing assets to assist our Hessian comrades and dividing up resources to assist in Kusari. Therefore, the burden of work will fall upon our industrial sector to give birth the reality of my plan.

Therefore I am hereby announcing my project plan dubbed "Resilience" , the construction of a newly improved variation of the Tempest Carrier, the "XKR-EV-TWO" . This will be a stronger and more durable variation of the Army's capital ship, the CPW-Lenin. The name "Resilience" is to signify the ever enduring Coalition that is continuously being pressed up against all odds. In the name of one our late Premiers whose legacy charted the growth of the Coalition , the name of this new military capital ship will be - CPW-Ben Warner.

I am hereby demanding the assistance of all Industrial forces of the Coalition, either largely organized such as Volgograd Industrial, small in organization or any independent Coalition trading ships allowed under our NEP policy. Mykolaiv Engineering Corps are standing by awaiting resources and will be the primary labor behind the construction of the ship. The Coalition and it's soldiers need you now more than ever to help defend the home front.

All Coalition vessels that are delivering goods are to deliver the goods to Mykolaiv Station located in New Moscow. The Mykolaiv Drydock teams have had an increasing in staffing to quickly unload cargo coming from any transport ship coming into the Drydocks. The following deliveries must be also reported in the following way:
