SUBJECT: Report: Munich Refugee Evacuation


This is an urgent report for the Office of the Chancellor.

The situation in Planet Hammersee has reached critical levels. The refugee reception facilities are overflown, three times over their nominal capacity. To give some specific examples:
  • The 43G facility accepts 10,000 refugees but it currently contains over 34,500.
  • The 09D facility no longer has spare beds, every child is sharing their bed but it is not enough.
  • The 24G facility runs so understaffed that it has been reported that over 1,500 refugees have left the premises and their whereabouts are unknown.
We also have critical shortage in basic commodities. Clothing and foodstuff mostly. The Interior and Justice personnel is overworked and is close to breaking point.

The refugee levels have to be reduced significantly immediately or we should expect a severe humanitarian crisis in our hands. While it should be the least of our concerns, this will also have significant consequences on our public approval levels with unforeseen consequences on the viability of the coalition government in the months ahead.


The Ministry of Justice has laid out emergency plans to alleviate the situation.

With the planned annulment of the Snowdown Treaty our House will revert to its previous legal status, the Boorman Treaty. This treaty allows us far more liberties in the Border Worlds. Planet Sprague is a developed planet within the Border Worlds. With the Chancellor's approval we can start sending refugee shipments to a very hospitable planet. Bretonia will likely protest this move, but as it is a humanitarian crisis they will have to accept it, just as we accepted the seizure of Aland Shipyard which was vital to Bretonia's shipbuilding efforts.
