Idea: Suggesting alternative way to increase PoB defense.

Description: New PoB Module Shield Modulator

Effect: Every shield module decreases damage to base shield by 16% (97% + 0.5% * Quantity of modules)

Restriction #1: There can be built no more than 3 shield modulators.
Restriction #2: They can't be built if weapon platforms are present, incompatible with them.

Comment: Peaceful way to increase base defense. Alternative to weapon platforms. 3 modules built as maximum decrease incoming damage twice, at the cost of no ability to go offensive (no weapon platforms)

Additional thoughts: (Optional) There can be additional restrictions for base core level, for example
Core 2 allows only one shield modulator
Core 3 allows two shield modulators
Core 4 allows three shield modulators

No real problem with this, but it just seems a bit superfluous. Looks like a lot of work to fix what isn't broken.
