First, the Molly ID allows them to ally with Bretonian lawfuls vs. Kusari factions. I think this should also allow vs. Corsairs and vs. Nomads/Wild. All three of those are considered threats to Bretonia by both the Bretonian lawfuls and the Mollies.
Second, would it be possible to make Mining Laser guns, in addition to turrets? They likely wouldn't get as much use, but I can see a few occasions were someone might want to have one. For freighters, especially.

In my experience, using mining turrets in turret view is rather worthless considering the short range at which small roids dissapear. In turret view, I can only ever see roids within perhaps 50-100m of my ship, and often moving too quickly to shoot before they are out of view again.
My method is to go into cockpit view and pivot around shooting all the roids I see with two mining lasers mounted on the front, chainfired to double refire so that I can just drag the mouse over roids rather than wait the extra split second for a pop.
In regard to those exceptional ID rules ("may not ally with BLAH factions except BLAH against BLAH", "may not attack BLAH", and so on), I find them simply too limiting for roleplay comfort. I often ask whoever I am roleplaying with if they agree with me that it makes sense to bend such rules, given some rationale. For example, I can't imagine a Xeno not attacking a Universal pilot being a complete fudgestick -- in several ways that don't change what the Xeno may do -- when he would hardly hesitate to attack an independent DSE miner that never leaves Colorado and is an absolute charm to everyone she meets.
I 100% agree with you on the Molly ID, as far as the gun slot mining laser goes...sure why not.

I'm not saying that adding them is a bad idea, but it seems somewhat pointless.
As Eyvind points out, turret mode is sub-par for mining even when in a Mining Ship. It's generally best to turn the entire ship and just shoot whatever's in front of you... And for that, you can use guns instead of turrets. Also, freighters which have both guns and turrets tend to have low-level guns with high-level turrets, which makes the gun slots ideal for Mining Lasers if that freighter wants to be able to both mine and fight decently. The Bactrian, for example, has four Class 8 guns and four Class 5 turrets (three face forward). Making two of those forward turrets into Mining Lasers cripples the ship's defensive capability far more than mounting the same MLs in two of the gun mounts.
Also, might occasionally have someone in a large fighter who wants to put a ML on his ship, yet lacks a forward-facing turret.
