Koushaku Shimamori Masahito de arimasu. I beg you good day, esteemed officers of the State Police and Imperial Navy. Today I would like to report to you the issue of smuggling. Today, on 19th of April 828 A.S. when in proximity to planet Kyushu, Kyushu system, we encountered a freelancer with a very unorthodox choice of equipment and suspicious cargo. The scanners showed the cargo to be black market light arms prohibited under the Imperial Legislation, namely Stellar Laws Section 4 Article 1.The person in question, Charlie Jukins ([Hunter]Charlie.Jukins), when confronted regarding his cargohold denied all the accusations and insisted on legality of the cargo and its delivery/distribution operations. According to him, the light arms were a new line of Daumann products to be delivered to a contractor in the Taus, the name and affiliation of which Jukins-san refused to reveal on the premises of commercial secret. Jukins-san refused to discard the cargo and/or reveal the exact destination of his delivery. Moreover, he attempted to sell the goods to pass-by Unione Course pilot, but without specifications what exactly was to be sold. Not representing Kusari authorities directly, me and my clan members decided to avoid unnecessary hostilties and allow the him to pass through. Jukins-san, however, was quite reluctant to cooperate on this matter either and only a direct threat of using force made him go away.
In addition, Jukins-san had a particular set of weapons which alerted the scanners to be of non-human origin. As the laws of Kusari are devoid of any particular prohibition to carry or having equipped the said weapons, we did not take action in this regard and only warned the person in question of possible repercussions.
I am defering the decision on this case to the esteemed authorities of the Reformed Empire. Herein, I will attach the logs and visual proofs to support my claims. Next time when encountering this individual within the borders of Kusari, we will act on the suggestions and decisions of the esteemed authorities that I am kindly requesting to be provided via this channel.

I am Haruto Yashida,Chokan of the State Police.
I know little of your organisation at the moment, due to being away from the Kusari region for more than twelve months due to issues which I cannot divulge.
The State Police have not been patrolling due to my absense and have basically been watching from a distance and, we have noticed small pockets of smuggler activity within the Kusari regions of late. Now that I have returned, all officers have been brought back to duty and will be patrolling the regions of Kusari space once again.
I do not know this individual that you have reported, but It seems he has some sort of lapse of memory, for which I am maybe understanding that this individual could be mentally unstable, specially in thinking that he can deny what seems to be actual evidence that you have provided and also blaming others for the cargo he has in his hold and also the weapons he had seem very alarming also.
This Individual will be watched closely and I can assure you will be dealt with in a more fitting manner the next time he is within Kusari Space.
I will inform you of any encounters we have with this individual and maybe we could cooperate with each other and use joint forces to track this individual down and make sure he is brought to justice within the Kusari Laws.
Maybe we could also arrange a meeting some time to discuss both of our goals within the Kusari region and also discuss other entities that are rising up within our region.

Esteemed officers, and other representatives of the authorities. I would like to report another freelancer abusing the freedom of movement throughout the Empire's space. A trade "Serenity"-class vessel with a full load of cardamine ignored the justified demands to stop and drop the cargo. Taking the opportunity of the proximity of planet New Tokyo, the vessel carried out an unsanctioned atmosphere entrance with the contraband still in cargohold. Because the vessel consciously ignored the demands to drop the cardamine, I would like to call upon this vessel to be added to the black list and allowed to be shot on sight by the law until he contacts the authorities with due fines.
