Not entirely.

A Mercenary does everything for money. No money, no action.

A freelancer however doesn't always asks money, sure they can, but if they want they can explore space, trade around, mine, escort some friends just whatever they like.

difference from view of rules

Freelancer - lawfull or strictly neutral (doing nothing)
Mercanery - can be lawful, unlawful, "grey" (both law. or unlaw.), neutral like freelancer

That's false. Freelancers do not need to be lawfuls or neutral. A Freelancer could associate with the Corsairs, yet still remain independent, and therefore be a Freelancer. What Taz pointed out is valid, although I'm not sure about the contraband part, as Freelancers shouldn't be demanding any on their end either.

I was assuming that was either left out as an oversight, or to allow for an agreement for a freelancer to help the police scan for it, where a mercenary would be more interested in working for the military.

I recall such an arrangement being made early in the single-player game.
