I am Haruto Yashida,Chokan of the Kusari State Police and I would like to introduce myself to you all, most esteemed Government and Kusari Naval Forces.
Just Yesterday 29th April 828 myself and two of my other officers encountered a Golden Crysanthemum transport carrying a very unusual substance which when scanned was identified as Shigeakiki or Shige as the Crysanthemum explained.

We had a brief conversation with her and we eventually got our Inspector of Police Hideo Black to engage the pest and the fight was long and very intense and after a while Hideo triumphed, but with great damage to his ship and also some superficial damage to himself once we managed to get him safely back to Planet New Tokyo.

I am pleased to announce that we confiscated some of this material and we have conducted tests on this material and have found out the following about it .......

CLASSIFIED FILE OF FINDINGS

we are very reluctant to continue testing this substance on Human subjects, just in case it causes too much harm to them and as I understand it, these individuals are trying to sell this Shige as they call it to passing traders and pilots.

I am requesting that you consider making this substance illegal in Kusari, because we do not want this Shige being distributed and making its way around Sirius and making our jobs even harder if it is distributed widely.

I have linked a report that Inspector Hideo completed for you to look over, and hopefully we can come to some sort of agreement in making this substance illegal within Kusari space.

I took the liberty to pick up your message without reaching out to the Kaigun first. Hopefully, I am in time to avoid the Government having to take care of this relatively trivial matter.

Yoku dekimashita by Inspector Black to take down the Chrysanthemum, the State Police's continued efforts to aid us in suppressing terrorist activity in Kusari are greatly appreciated. You did well analyzing this liquid. As it contains Cardamine, it is already a case for Section 4 § 1 of the Legal Codex. Any and I hope that is clear - any research conducted on humans with this liquid is strictly prohibited.

I advise you to safely transport a sample of this material to Atka Research Station in Sigma-17 and inform Cryer Pharmaceuticals of your intentions beforehand. Their success with 'Stabiline' - as it is used by your forces for the few prisoners of Fuchu relying on a Cardamine replacement - would render them my first choice to find out more about this substance. Whatever remains in your possession should be transferred over to the Office of Intelligence. Please contact both parties as soon as possible and inform them about the situation.

I will advise the 1st Fleet to keep an eye on any flower carrying this liquid and treat them as orange-level priority targets; meaning intercept and dispose when met during standard patrols.
