I'm Making some new Bank chars and would like to know from Dev Team, whats the max amount you can put on a starter char with out it rolling over and Zeroing out?
It's the 32 bit integer limit, which is approx 2.147 billion credits. Advisable to not go above a ship value of perhaps 2,000,000,000, which can be checked using the /value command.

So a Starter char should be able to go 2 Billion easy then correct? I've only been putting 1 Billion on my banks so far...

Yes.
Any character can goto 2 billion, but bare in mind of worth.
Your ship, weapons, shields, gear, etc, all have value that adds up. Type /value and you'll see where it's currently at, so rule of thumb, don't go over 2 billion.

Yeah I hit 1.8 Before on a Char and it went over, and I really Hated losing that much cash. but I think it was a 5k Transport or something. it happened years ago. thanks for the help
On a Start Ship I suggest not going above 1.9 billion just to be on the safe side.
I have never had any problems when doing this.
'I would like to be half as clever as some people like to believe they are' Life is full of disappointments, it is how we handle them that helps to define us, as a person
any chance you could meet me in space at planet Erie? and help me see if a Stripped down Starter ship will handle 2 Billion? and maybe cover me if it doesn't work?
Please
