Their Diplo says they are not allied, but they own a planet together (Marne). One docking ring for each faction.
So i'm wondering thy that when not allied? Make them allies perhaps?
Or change the Brigands docking ring to Maquis.

I would say this is within another dimension. NK and USA can't really bring fleetss of spaceships into space.
Plus they can't escape to somewhere else, as there is not really a useful spac station.
Both of the factions at this planet have also other bases (and surely more in 4.86 (far far away)).

Well according to the infocard they do not both "own" the planet, they each control a spaceport on it's surface. Honestly I would like to see more of this. I think on certain planets corporations would own their own private spaceports that would sell and buy different things.
Despite the fact they are not allied, they benefit from each other, and although many residents of the liberated Marne I am sure are doing everything they can to help the council I think many have been left wanting and feel, after the decades of repression, that it's their turn to live the good life and be rich, so they are trying to serve that need by joining the brigands.
