This is Grand Admiral Mcintosh. I am re-introducing a policy that fell out of practice some time ago, due to strange honking noises heard over the comms whenever we did it. As some of you know, the Chancellor was forced to return from the Epic Voyage before it had really gotten out of the system, Due to incomplete nav data. Thus, we are resuming our search to find the missing infomation, and to accomplish this, we must capture and... question anyone that may know of its wherabouts. Thus, all Fighters and Gunboats are now authorized to demand between 1 and 30 Passengers or prisoners, or 1-5 VIP's. This number is not to exceed 20% of the vessel's cargo space, and the collection is to be carried out by Fighters and Gunboats only, as those strange noises might start on the comms again if capships are involved. The people who may know of this data will be readily apparent, as they will begin to shake and quiver as we approach, for they know we seek them. Just ask for the most nervous passengers, in an appropriate amount.
Any Trading vessels of Friendly Factions, or of the SF, are free to go, they screen their passengers better than the average freelancer. Anyone who captures prisoners are to report them immediatly, and the player whom the Prisoners were taken from will be exempt from scans for 72 hours, as I'm sure they will learn their lesson about carrying suspicious folks. Anyone who resists dropping their cargo is to be destroyed, as they are obviouly coercing with the enemy.
To clarify, we are not taking these prisoners as an act of piracy, we are furthering our attempts to secure the nav data we require for future operations within and without of the sector.

EDIT: and the IND are clear from inspections as well, they have never let anything slip past their security.

May I ask, what is the point of you doing this? Not an act of piracy. Come on, we traders have the right to trade without having our cargo, even if a small amount, taken. I know it's not much, but think about how long it will take out of my route! maybe 30 secs each time. If you do that each time, it adds up. That's a lot of money lost. What will you do if we do not comply to your demands? Kill us, and we put a bounty on your head. Seriously, think about it.

Lol, bestflyer, He said like 5 times that the purpose of taking our passengers is to collection information and/or because they are enemies of the revolution (at least that was the thing last time). They are not pirating officialy.
Officially its not piracy, but its just an inconvenience. Think about it, taking something thats not yours. In space, demanding cargo or they kill you. Is that not pirating??? Collect information, dammit i could just kill the revolution guys myself!!! I hate them too, but takin ppls passengers is not the right path to take!!!!! Why do the SF have to not be scanned? They are neutral. Plz think more before your actions. Every 3 days, hehehehehe. Oops.
