The Ministry of Defense would like to extend an invitation, opening the door for your capital-class ships to enter Gallic territories (under the watchful patrol of the Gallic National Intelligence). Our aim is to maintain a comprehensive record of all ship entries, exits, and any occurrences of being rendered inactive within our Lorraine system. As you may know, our Lorraine system is has the presence of not only by Maquisards but also by Outcasts, and by the intelligence gathered, coming from the Taus - not that the Outcastst could come from anywhere else.

As you may already be aware, our Lorraine system faces challenges not only from Maquisards but also from the presence of Outcasts. Nevertheless, the Mighty Gallic Navy stands ready to ensure peace and safeguard the flow of civilian traffic. Therefore, as an act to start rebuilding trust amongst our Great Houses, we must work together against the plagues of Sirius.

By virtue of this decree, we are offering you access to the Lorraine Tau-53 <-> 6D zone, an area identified by the Gallic National Intelligence as hosting activities of a concerning nature presenting a high-intensity presence of both Maquisards and Outcasts elements. It's important to acknowledge that this concern extends beyond Gallia; Kusari faces a comparable risk, as the presence of Outcasts could potentially breach your territory via the Tau-53 route.

This first step toward cooperation against common enemies, - toward allowing for the first time since the war, and as another goodwill gesture from our Great Assembly to yours, it is time we build some trust among our Great Houses.

We hope this first step won't be the last and will allow our two Houses to be more than in a state of cold war.
