This day I your Grand Admiral have finished the review of the character of my Executive Officer. And have come to the conclusion he is deserving of promotion for exemplary service to the Legion he now holds the rank of. 2nd Grand Admiral of the HF he is now higher than all except me and has the same powers I possess but on certain matters I still rule.
Now for the honorary 2nd Admiral to come and accept his rank.
