Of course the process of organizational and combat training can last forever, but I am sure that almost a thousand of my men and women are ready for your initiative.
Your conditions will be met. In addition to the contract itself, I will need contacts of specific people in the IKNI and the Navy, whom I can contact for work issues and direct support, if such a need arises, and, naturally, to receive remuneration for fulfilling the objectives of the contract. Riptide - IKNI Contract Offer
Domestic space tasks
Riptide PMC Forces will be granted the right to: arrest/disable/destroy vessels belonging to parties listed in § V-2 Imperial Stellar Codex. In addition, the same rights as well as the right to confiscate cargo are granted to Riptide PMC in pursue of any vessel hauling contraband as defined by § III-1 Imperial Stellar Codex. The aforementioned 'policing' activity by Riptide PMC will not be covered by § IV-3b Imperial Stellar Codex due to the nature of this contract. Henceforth Riptide PMC may only act within the limitations of § IV-3c Imperial Stellar Codex and their actions otherwise fall under command and jurisdiction of local authority personnel.
The described domestic space tasks will be rewarded on a single case basis to the individual PMC asset. The fares are:
Neutralization of a freighter: 40.000 credits
Neutralization of fighter craft: 50.000 credits
Neutralization of a transport: 65.000 credits
Neutralization of a Gunboat/Frigate: 95.000 credits
Neutralization of a Cruiser: 125.000 credits
Neutralization of a Battlecruiser: 190.000 credits
Neutralization of a Battleship: 210.000 credits
Confiscation of illicit cargo: 110 credits per unit.*
*All confiscated cargo is to be delivered to Planet Honshu, Awaji City Main Port, Warehouse D8
Non-domestic space tasks
Riptide PMC Forces will be granted the right to: disable/destroy vessels belonging to parties listed in § V-2 Imperial Stellar Codex anywhere across the Sector.
The described non-domestic space tasks will be rewarded on a single case basis to the individual PMC asset. The fares are:
Neutralization of a freighter: 35.000 credits
Neutralization of fighter craft: 40.000 credits
Neutralization of a transport: 50.000 credits
Neutralization of a Gunboat/Frigate: 80.000 credits
Neutralization of a Cruiser: 100.000 credits
Neutralization of a Battlecruiser: 150.000 credits
Neutralization of a Battleship: 180.000 credits
Special Assignments
Riptide PMC Forces will be issued special assignments by one/all of the following contacts: "Goryō", "Hōsōshi", "Tamamo no Mae" or Itto Kaisa Mitsuo Akihiro. These special assignments may involve but are not limited to: destruction of foreign/domestic property, destruction of foreign/domestic vessels, arrest of wanted individuals. Details about these assignments - including the payment details - will be communicated as separate messages solely via this channel.

A theoretical example:
Riptide PMC Forces will be tasked with the obstruction of Bowex convoy Delta-4, consisting of five to six transport vessels, carrying Gold towards Rheinland whilst they traverse the Omega Borderworlds. Riptide PMC is to mention Bowex competitor Gateway Shipping in "accidental fashion" as their employer. The assignment is a success if a minimum of two vessels are disabled. One transport must remain intact under all circumstances and let go.
Base payment: 300.000 credits
Payment per additional disabled transport: 50.000 credits
Bonus payment per unit of Gold: 120 credits*
*Gold must be delivered to Planet Honshu, Awaji City Main Port, Warehouse D8
Should Riptide PMC and Clan Shimamori accept our offer, we will facilitate a copy of the contract for both sides. This channel will remain in use as specified under the "special assignments" section.

Your intentions about secrecy are very clear, thank you. I assume Itto Kaisa Mitsuo Akihiro represents the Navy?
As for the contract, I have two proposals:
The first one would be to add to the list of illicit cargo those that originate from the Earhart system. At a price of 6,000 credits per unit.
The second one concerns domestic and non-domestic space tasks. The idea of the initiative is to carry out operations outside the House. By setting a lower price for eliminating targets outside the House, you motivate the rank and file of the PMC to focus their attention inside its borders, while they still risk paying the highest price for any information leak. This does not look beneficial, considering that local criminals are toothless compared to those who live on the periphery. Some of those groups have established the production of capital ships, to which we do not yet have access. This will also make it more difficult to eliminate them, if not impossible at all when encountering large fleets. Taking into account these and other less significant arguments, I believe that a revision of the rewards for domestic and non-domestic space tasks is necessary. My only condition in this matter will be the possibility of their reconsideration if capital ships appear in the possession of the Riptide PMC.
My suggested fairs are:

We have evaluated your counter offer and deem it acceptable. We will incorporate it in the formal contract with a last tweak, non-domestic Battleship take downs in which Riptide PMC Forces contributed considerably (20% of total damage done) will be rewarded with 80.000 credits. In addition, a new clause will be added:
"Riptide PMC Forces contributing the majority of damage against a target will be issued the full payment as per contract. Minor contributions will be rewarded with 30% of the agreed upon sums."
As for Itto Kaisa Akihiro, he represents solely the office of the Lord Protector, a title bestowed upon him several years ago. Consider his actions a representation of the Naval Forces and Shogunate's will.

Firstly, I must apologise for taking my time with the reply. I have just returned from a long trip to the Chubu system where our colony is slowly growing and needs some oversight. It pleases me to find that the Force Commander of "Riptide" has taken the initiative to respond as Koizumi-san was with me in Chubu for the past few weeks.
On my end, Goryo-san, I assure you that this agreement stays between us and no third party will find out about it. It is highly lucrative to the Clan, to "Riptide", and I sincerely hope, to the Imperial Government. For discreetness, I will order my honour guard to avoid these matters and let only the PMC forces deal with provisions. I will also subsidise the contract from my funds if the need arises and establish a facade for the less controversial contracts from the list as corporate jobs on HSE. This can provide some extra legitimacy to them.
Now that I am back, I would be happy to oblige if you have any further inquiries. Otherwise, you are in the most capable hands of Bolotin-san.
