Direktorin Wolf,
I have recently perused a report of a very fluid situation developing in New Berlin orbit. As your sources may have reported, this is the second of such encounters with recent weeks. Direktorin, I need not tell you that situation like these must be handled with the utmost care. We have the verdammt Order and more AI snooping around, while others make a mockery of our internal validation protocols. You DO NOT need to add to this by firing out of line with the context of the situation. Use §4.3 for its intended purpose - keeping such discourse away from public eye.

Now, I have made it clear to my soldaten that VIPER has jurisdiction over MND vessels, and I suggest you do the same. Next time, focus on keeping civilians and other undesirables away from the area while the situation is being handled. Do your job, the MND will do theirs, and we will do ours - there's no senses in interfering in on-scene operations. We need to present a unified front, and that often means letting someone else make the call. I hope I've made myself clear.

With that out of the way, I would like to put your people to work. I find it unacceptable that unidentified transponders are given such leeway in Rheinland space. I propose an amendment of Section Two of the Laws to include transponder tampering under subversive conduct. Yes, we will catch all the idiots who decided to DIY their installation, but these incidents will also be swiftly resolved under the full weight of the law. And in the case of black operations - I see no reason for a blanket allowance for these on Rheinland space. These so called agents can register on encrypted nodes like any important "guests" of the House.

What I would like from you is an approach about this to your contacts, regarding feasibility, enforcement, etc. If you believe it is doable, I will make my own approach to the Ministry of the Interior and convince them of the same. I'll also bring VIPER in the loop at this point.

I appreciate your concern about the situation in New Berlin orbit. I assure you that my actions were in accordance with the best interests of our clients and the security of Rheinland space. I did not intend to interfere with Buro’s operations or to violate §4.3. However, I must point out that the "Uknown" vessels posed a serious threat to the civilian population and the infrastructure of the orbit. My people acted in self-defense and in response to a distress call from a nearby pilot. I believe that VIPER was too slow and too lenient in dealing with the Uknown/Wilde Vessels, and that their jurisdiction over them is questionable.

Nevertheless, I respect your authority and your orders. I will instruct my people to cooperate with BDM and to follow their instructions in future situations. I will also refrain from any actions that may be perceived as out of line with the context of the situation. I hope that you will also consider my perspective and my expertise in this matter.

Regarding your proposal of a new law against transponder tampering, I agree that this is a serious issue that needs to be addressed. I have contacted some of my contacts in the legal and technical fields, and they have provided me with some feedback. They have raised some concerns about the practicality and the legality of this law, such as:
  • How would the law define transponder tampering and subversive conduct? What would be the criteria and the evidence for determining if a transponder has been tampered with or not?
  • How would the law be enforced and by whom? What would be the penalties and the procedures for violators? How would the law protect the rights and the privacy of the accused and the innocent?
  • How would the law affect the legitimate and the authorized use of transponders, such as for emergency, diplomatic, or covert purposes? How would the law balance the need for security and the need for flexibility?
These are some of the questions and the challenges that need to be addressed before implementing such a law. I suggest that we conduct a thorough and a comprehensive study of the issue, and consult with various stakeholders and experts, before making any final decisions. I am willing to assist you in this process and to provide you with any information or resources that you may need.

I hope that you will find this report satisfactory and informative. I look forward to hearing from you and working with you on this matter.

I'm glad we can see eye-to-eye on this. It's vitally important not to be too aggressive against the suspicious individuals just yet. Ja, we can take the immediate culprits in hand and interrogate them. But I am after the bigger fish - such as the "Major" Freiberg you may have read about in the criminal database. To catch someone like that, we must let these people believe that nothing is wrong. Naturally, you should continue to uphold the law, but it may be prudent to respond with the minimal possible sanctions for now. But if you get a chance to take Freiberg, or any other ranking officer, I want them!

Now, regarding your concerns. I believe I can put some to rest immediately. WE will enforce the law, as we have always done. And while I value your concern over the citizens of Rheinland, I will suffer no innocent fools to pollute our lanes. Especially with this situation developing the way it has. The sanction can also be left to the officer on scene, though I will recommend interrogation at the minimum. A simple mistake is easily rectified in such matters. The same applies to diplomats, black ops, and anyone else. They will register with us, or not be suffered to operate in Rheinland.

The most challenging will be defining the offense itself, and its sanctions. I leave that in your capable hands. I am sure that the experience of the Polizei will be put to good use in these matters. Once it is ready, I will co-sponsor your proposal to the Ministry of the Interior. While I do not want to rush your research, I will remind you that the matter remains critical. These infiltrators will not go away, and this is our most potent tool to deal with them.
