[Systems] Frankfurt-Sigma-13 JG TL Incorrect Name

Bug: It's still labelled as leading to Sigma-15. Awfully confusing really.

Reproduction Steps:

• Step 1: Fly to Frankfurt and go to that lane.
  
• Step 2: Click on any part of the lane.
  
• Step 3: Read how wrong it is.

Just to add, the lane from the jumpgate to Helgoland is also misnamed.
