That is in fact the reason. I believe we were planning to block /conn for the same reason, though I don't know if that is currently active. We just weren't very fond of the idea of having the entire Liberty unlawful playerbase undocking from the back end of Planet Manhattan, and I still don't find it a super appealing thought. In either case, not a bug but something I'm happy to hear people's opinions on.
The docking point is available only to snubs, and its practical applications given the flight time through atmo are nullified by Rochester anyway. New London could be argued to be a bit more problematic now that Essex is gone, but, again, snubs only and locked behind atmo flight time. You can't even park 20 Ranseurs on them like you can with Junker bases, and if a wing of Molly snubs coming out of the planet is a problem, then atmo systems and landing sites shouldn't have been added in the first place.
I don't think there's a reason for the limitations.
Entire Liberty unlawful playerbase can do that anyway since, you know - Rochester exists. And if it's snub only I see no issue whatsoever to add regens salepoint there. That's not to mention active Liberty unlawfuls now consist of a Birdie, a stray Rogue snub and Xenos who wake up once a month.

Fair point, we decided on not giving the atmospheric docking point regens back when it docked you directly on the base rather than having an atmospheric system "buffer", meaning it was a whole lot more convenient. Rochester was also on fire, if I'm not mistaken. I'll add regens back.
