All Corsair and Outcast IDs have been amended to allow for the attacking of any hostile ship in their respective home system.

EX: Outcasts IDs now have 'Can attack any hostile ship in Omicron Alpha' while Corsairs IDs now have 'Can attack any hostile ship in Omicron Gamma'

This is to allow for each respective faction to dispense with the pleasantries that trade vessels that may wander through each home system and shoot them without needing to pirate them first. All other standard engagement rules apply.

I expected corsairs to outright be able to shoot anyone, not just hostiles. any reason why this isn't the case?

Wasn’t played that way already even if this notice just pops up?

The IDs as they had been written would require one to give a 'reasonable piracy demand' to any ships clarified as a transport. Now, that's not necessary

It's because people can grief by /1 /2-ing any ship in Gamma, no matter the ID or IFF. Hence, restricting it to their enemies seems like a good idea, though some people are more lenient and will pirate instead. Nobody wants an Outcast transport in Gamma or vice versa, but they won't shoot a Bristol transport on sight.

Considering AI and Nomads still, after the changes, have better engagement rights in Gamma/Alpha than Corsairs and Outcasts, it wouldn’t hurt to blanket allow them to kill anyone. On the occasion it gets abused (which I doubt because the mentioned AI and Nomad IDs have far more powerful terrorist engagement rights) it will be dealt with, same as any other fringe case.

If there's a Zoner, Junker etc transport in Alpha or Gamma, chances are they're there to buy cardamine/artifacts, and it would be weird for them to just be shot on sight.

Outcasts/Sairs can still demand that they leave, or pirate them.

You can report people for not playing to their ID if they shoot artifact/cardamine smugglers btw

Just because you can kill anything, doesn't mean you should

It would be difficult for a corsair/outcast to consider a smuggler in the act of transporting their respective exports to be hostile
