A pleasure to make your acquaintance. I am Kurihara Michi, responsible for logistics within Musashi Innovations and our headquarters in Hokkaido.

We have a growing problem with Golden Chrysanthemum and Blood Dragon pirates operating within the system and threatening security. Thankfully, they never manage to stray very far towards our headquarters thanks to the threat of the Kyofu, however we are presented with a logistical problem.

Those defeated by our security squadrons and leftover escape pods from authority operations in the area are scooped up by our personnel, as leaving them to the vacuum of space or potentially rescue by their kin is a problematic and non-humanitarian aspect. We have some held within our brig currently, and are looking into arranging transports to get them into the authority's hands.

It is to my awareness that a few Houses, such as Bretonia and Rheinland, have developed specialised incarceration and processing facilities for newly-freed terrorists such as these. My inquiry relates to whether the House of Kusari currently has any of these stations available for the intake of these troublemakers, or are there any plans to have one built?

We are happy to ship them ourselves in small amounts, but our logistical fleets are quite busy for our small company, as you may imagine. It would be ideal if there was a designated drop-off point should there be any preference, as otherwise we will be delivering them to the local battleships and authorities patrolling nearby.

The Admiralty wishes to extend its gratitude for your consideration on this matter. The treacherous nature of Hokkaido's clouds renders your companies humanitarian decision both a strategic and morale wise decision. However, the Naval Forces currently do not pursue the build-up of prisoner process facilities on our own. The increasing demand for workforce at the Fuchu Containment Facility may result in additional annex facilities being constructed by the State Police, should they choose to do so.

For the time being we advice you to drop off any small quantities of captured pilots at Narita Station or the nearest, for you convenient, deployed battlegroup. If your company schedule does not permit for regular transfers of captured personnel yourself, the Admiralty can offer you routine visits by the IKN-Abashiri for direct hand over at the Tomakomai Research Complex. This vessel is exclusively dedicated to the transfer of captive criminals between the Naval Forces and the State Police wherever the State Police' own capabilities are deemed insufficient.

Should you wish to make use of this possibility, we also wish to make you aware of a civil duty programme by the Ministry of Justice. Through this programme, a direct hand over to a vessel like the IKN-Abashiri will result in a flat 40 credits per captive reward payment for the civil company through state funds.

I appreciate your prompt response and the advice given the current situation within Kusari.

We will likely be able to manage the flow with a few freighters heading to Narita Station on occasion, but I would like to reserve the opportunity for booking a visit from the IKN-Abashiri should it become unsustainable for our fleet and overcrowding begins. I will let you know when we would like to request a visit should the situation develop further to reduce unnecessary trips and spent fuel.

This does give me a thought, however. With the current security situation, I believe there may be an opportunity to be found. As you may be aware, Musashi Innovations frequently cooperates on projects and contracts with the Chochinbi Special Operations Division headquartered in Tohoku. Most of our research is held under strict security clearance, but I believe there may be opportunity for the Naval Forces to get involved in developing next-generation fighter technology on a side-project. I may prod our project managers for more information on the specifics of requirements that they have - but the long story turned short, they have mentioned multiple times that our testbed platforms are limited.

Would the Kusari Naval Forces be interested in loaning military-grade test-bed platforms for experimental modifications as a project opportunity? With the pirate activity on Hokkaido, I believe this may actually be a perfect real case scenario for effectiveness of our modifications. If successful, these modified models may then be replicated and provided to the Naval Forces at an agreed cost featuring state-of-the-art technology and improved effectiveness - serving the interests of Kusari and safeguarding and her pilots and defenders.

As I am currently probing for interest, I do not have all the necessary project details draft and ready - but if the Forces are interested in co-operating, I believe our scientists would be happy with the older Chimaera and Umibozu models to retrofit, whereas the newly-built Kishiro Wyverns would also be appreciated, however we will understand if these are still available or offered in very limited quantities.

I look forward to hearing your thoughts on the matter.

Regarding prisoners, some time ago, we conducted a survey of all the systems and allocated many prisoners to Fuchu Prison in the Shikoku system. It was even necessary to partition some cells for women from the Golden Chrysanthemum. So, since this was temporary and there is an intention to provide a wing only for women, something that is not yet in vogue, as it will depend on government petitions through the appropriate channels and if there is funding and political interest, of course there will be more female and male prisons and collections. That is why we are cautious in taking a more appropriate position on this issue, since the police stations are overcrowded, as is the state prison.

However, we are aware of the need for reform in the current prison system, as well as for the construction of more containment units for criminals.

Therefore, we are only available to provide support in more urgent cases, where criminals may be caught red-handed, and we would like to thank your company for taking the wise advice of Sensei Shido Kijima, from the Naval Operations Headquarters, regarding support from IKN-Abashiri.

Please apologize the considerable delay. The Admiralty was pre-occupied with classified matters and did not see reason to divert attention back towards the inquiry we have sent their way until now.

As you are certainly aware of, the Naval Forces are invested in four large scale development projects spanning from the recent cooperations with the Chochinbi Division and the KOI as a whole up to our own ongoing weapon research and testbed modifications at the moment. As our own trials shift further and further away from developing new fighter grade weaponry to experimental technology focused on warship application, the Admiralty decided to welcome your gesture and wishes to initiate a joint cooperation project. Naval Forces personnel will be instructed to aid Musashi Innovation vessels, should they require additional security whilst procuring materials required for such trials.

In light of this, they are ready to present Musashi Innovations with a handful of vessels ranging from Wyrm, Chimaera, Umibozu and early Wyvern models currently stowed away at the Seinan Training Facility on Kyushu's surface. All of these vessels were constructed within the civil war era and have seen no deployments next to a few training sessions. In return, the Admiralty expects frequent reports about potential breakthroughs and an overview of prototypes constructed by Musashi Innovations for the eventual evaluation of incorporating these prototypes into the standing fleets of the Empire.
