On the contrary, this tone appears more than required. The situation is urgent, for we shall not underestimate their capabilities for retaliatory strikes across our populated worlds. A success of Operation Ōame would have put the entire Order into disarray to a degree that such strikes would appear unlikely, which is clearly a risk now.
