The Deterrence is aware about your current crisis in Omicron Zeta and the growing alien threat. Though blood has been spilled between us, mutual survival now takes precedence. It would be wise if you hear us.
The Order is a pillar, one that stands tall against the crushing waves of the horrible alien Nomads. Your devotion to protect the entirety of humanity, is admirable, but the constant pressure from the fighting, and the recent loss of Cairo station has shown the cracks that have begun to form on the pillar. We chose to contact you, despite objections from some of the Corsairs, because you are at the forefront in the fight of humanity against the aliens. the Council of Elders recognize that what threatens you today will reach our territories tomorrow and coopearing would be a wise decision given the circumstances.
That is why The Deterrence proposes a temporary alliance of necessity. With our resources and your knowledge on the Nomads, we will stop their advance at Omicron Zeta and then turn the tide, pushing them back to their home systems. Past grievances will remain exactly that - in the past - for the duration of this arrangement. You need only but accept and we will send representatives to establish terms favorable to both our interests.

You may not know me, so let me introduce myself to you and your people. I am Cortana Naxxramas, the eldest daughter of the Naxxramas family and a current member in the Continental Grounds(HC) of the Eclipse Vanguard!
Yes, we are the ONLY pillar and shield of the Human Realm, that is in-fact completely true, but without the support of the Zoners/Blood Dragons and it's respected representatives, i don't think we could've achieved anything at all. Yes, we lost Cairo Station, but we managed to completely secure Fort Carthage with the help of the Blood Dragons, thus keeping our valuable war and military assets in good health. It was a battle on two fronts, in Omicron Mu against the Kusarians and in Omicron Zeta against The Core, so one of the stations was destined to be overrun and destroyed, so we had to make the heavy decision and leave Cairo less defended and more vulnerable than the Fort. The sacrifice we made was worth it after all, one of the INFECTED legendary vessels, that was blocking very important supply shipments from our former ally - is no more! That particular war vessel, made the bold decision on showing it's nose near the defenses of Fort Carthage, which allowed us to cripple and completely destroy it. That major hit, will allow us to gain access to more valuable commodities and will further strenghten our alliance with the Blood Dragons!
Anyways, enough with the small talk, lets proceed to the next step! In the past few years, the Corsairs as a whole has proven to be absolutely NOT trustworthy as an ALLY. Let me refresh your memory real quick. Before the Eclipse Vanguard was originally formed, we were known as the Revenants and i am fully aware, your so called "Elders" do remember that name, since we reached for assistance in Omicron Delta against the Nomad and Wild attacks, upon several Zoner and non-Zoner installations. Yet, we have received NO assistance whatsoever from your side than empty talk, gibberish and waste of time. But before that major attack, your Reincarnation base was laid under siege by the Outcasts forces and if I remember correctly, we've sent several military assets to assist and defend your precious installation. Yet, that day there was no grattitude and respect was shown for our sacrifice, none of you reached out to us untill today, with a proposition that favours your side only.
We are fully aware, with the situation between you and the Phoenix Zoners. We are fully aware, why you are after them and particularly Planet Pygar in Omicron Theta. Let's not mention your good relation with the Hogosha, enabling your Armada to smuggle Xeno Relics and Artifacts towards Kusari. If it wasn't for the Blood Dragons, to lend us information about your convoys and back stabbing deals, we would've been fooled again. Not so long ago, one of your members sent "Death threats" and accusations, that WE betrayed the Corsairs and named us cowards in another incursion in Omicron Theta.
By all these stated facts, the Eclipse Vanguard doesn't see any reason on being your Ally, unless you are willing to negotiate with our soon to be made demands, ofcourse IF you are willing to peacefully REASON with us. As we see how tense and tight the situation in the Omicrons, Omegas and Sigmas are, you should plan your next words and future choices very carefully. So far, the Corsairs are surrounded by enemies and the only one that wasnt your enemy, was us - The Order. Not because we were afraid of you and your armada, but because we CHOSE peace, respect and humility over our differences. I don't think its in your favor to be in HOSTILE terms with the Eclipse Vanguard and rest of The Orders, i sincerely hope you'll pick the right choice.
The "temporary alliance of necessity" is on hold, untill further discussion!
It has been some time since we last had words, given my recent recovery and recent events. As it stands now the Order Overwatch has not had much reason to restart our alliance, the Admiralty is more inclined towards our Zoner allies. Yet you are correct, that events in the Omicrons continue to get worse and wasting resources on each other only helps the Nomads. Truthfully this business between the Corsairs and the Zoners needs to be resolved before the Order can seriously commit to an alliance with the Deterrence. As the moment, the Order Overwatch can only commit to an understanding to put aside our own disagreements when enemies like the Core or Nomads are on the field.
I will address your messages seperately, Order commanders.
Eldest daughter of the Naxxramas family, your grievances are noted and some of them are legitimate. It is true that Battlegroup revenant assisted us at Reincarnation and that assistance went unacknowledged. That was a failure on our part and I will not pretend otherwise. What had happened then was just after the resolution of the Theta crisis in 11-27-833, when resources were spent. You deserved recognition that was not given back then.
The death threats issued by one of our members were not sanctioned and do not reflect the position of the Deterrence or the Conclave. I cannot undo what was said but I can tell you it will be addressed internally.
You say the Corsairs are surrounded by enemies. You are correct. That is precisely why this conversation matters. I am not asking you to trust us blindly. I am asking whether mutual survival is worth more than old grievances. That question stands regardless of your answer today.

Your conditions are clear and I respect the directness with which you stated them. You require the Zoner situation to be resolved before the Order can commit further. That is a reasonable position and I intend to address it properly.
What I will share with you now is a complete diplomatic record between the Deterrence and Phoenix spanning 12-22-834 through 1-11-835. Read it and draw your own conclusions about who has attempted resolution and who has refused it.
The Executor reached out to Phoenix personally following the replacement of Administrator Voncloud - a man who had maintained productive cooperation with us for years. The Executor expressed willingness to continue collaboration and outlined the terms that other Zoner groups in Omicron Theta had already accepted under the Theta Summit Agreement - terms that those groups have described as beneficial rather than restrictive.
Phoenix leader Christian Burton responded by demanding the return of Freeport 9 and characterizing all Corsair diplomacy as "Trojan horse tactics". He stated publicly that Phoenix believed Freeport 9 would not be the last Corsair expansion target. He declined Treaty membership, declined collaborative administration, and declined every offer made across multiple rounds of communication.
Multiple opportunities to reconsider were offered. Each was rejected. Commander Hernandez issued a final warning and received no response before Phoenix was declared hostile.
The origin of the Theta crisis began when bounty hunters murdered the son of a Corsair Elder. They sought shelter on Freeport 9. The station administration refused to hand them all over when the Council of Elders demanded it. The seizure of Freeport 9 was the direct consequence of that refusal. Phoenix, alongside the Core and Outcasts tried to reverse that consequence, by retaking the station, nearly blowing it up in the process. The war that followed is what made the Theta Summit necessary. The Treaty that emerged from that Summit is what Phoenix has spent the time since trying to dismantle
I want to clarify something the record makes clear. Phoenix was never a Theta Summit signatory. The Treaty was established with OSI, MFE, NCC and other Zoner groups who chose to participate after the crisis resolved. Those groups chose cooperation and have operated without hostility or conflict since. Phoenix did not participate in the Summit because Phoenix was on the opposing side of the crisis that made the Summit necessary. They assisted the Core and Outcasts in the counter offensive against Freeport 9. The current situation is not a breakdown of a relationship that once existed. It is the continuation of an opposition that Phoenix chose from the beginning. This isn't speculation either. They have been involved in major engagements throughout this time. A significant engagement was the second siege of Reincarnation and the most recent one was yesterday, where a combined fleet of Core, GMG and Phoenix attacked the Freeport
For context on what Phoenix refused, below are the terms agreed at the Theta Summit by OSI, MFE, NCC and other willing Zoner signatories. These are the same terms Phoenix was offered and declined.
- 1 Zoners will not have any type of friendly treaty to Outcasts. They will not engage in hostilities, but they will not accept them in they'r installations.
- 2 Omicron Theta, as a starting point, will become a protectorate under the Corsair empire military security. Zoners will have total freedom inside and could organizate armies, civilian structures, or any kind of action.
- 3 The zoners, as a war reparations will cooperate with the Corsair empire in the reparations of Freeport 9 and after, they will have the right to use its installations under the empire administration.
- 4 Both, Corsairs and Zoners will move fertilizers and food to Crete, Corfu, Pygar, and freeport 9. Zoners will enjoy a safe passage trough Omegas, convoys in need will have corsair patrols as escorts from Gran Canaria to Omicron Theta and Gamma.
- 5 The Corsair empire will release all Zoner hostages as a sign of good faith and intention to cooperate with the Zoners and the ones in need will be shuttled to Corfu and Pygar.
- 6 The Zoners, and the Corsairs will allow each other to dock and use installations in the Protectorate and beyond and also all trading companies will have access to both markets in an effort to help each other trade commodities and services in the civilian market.
- 7 The freeport 9 will have an administrative board composed of Corsairs and Zoners.
You mentioned the Order has no reason to restart the alliance currently. I am not asking you to restart it today. What I am asking is that when you assess the Zoner situation as a condition for future cooperation, you assess it with the full record in front of you rather than the version of events that Phoenix and their partners might have been circulating.
The understanding you offered - setting aside disagreements when the Core or Nomads are on the field - can be accepted without reservation. Removing them will contribute significantly to the stability of the Omicrons and we will be willing to take action against them.

I thank you for adding more context to the disagreements between the major zoner faction of Phoenix. I may attempt to ask the Phoenix to revisit diplomatic talk with the Deterrence however, given my last contact with them I would guess that the lost of their freeport still wights very heavily. Given the close ties the Overwatch and Phoenix has enjoyed between each other, the admiralty has chosen that it would be better for things to continue as they are until time has healed more injures on both sides.
I am also happy to see that we can both see the bigger threat and put aside or differences when needed. I will pass on a notice to all our agents of our understanding. I for one do not enjoy the idea of fighting against Deterrence after my extended deployment among your forces some years ago. Though many pilots and agents still remember the firefight we shared against one another. So maybe it would be wise to remind both sides that our alliance did help both sides. In the spirit of former corporation I will inform you that soon many transport fleets will be making the dangerous journey through the Omicrons, as you might guess their destination is. The Order would like these fleets to reach their destination as safely as possible. This might be a chance to rekindle some good faith between both our forces.
Colonel Narson, I have received your message. Those years among our forces are not forgotten, nor are they underappreciated.
Now, the Deterrence welcomes the attempt to reach out to Phoenix, but the outcome will not be surprising. Their grievances are tied to their pride and identity, it's not simply a defeat for them. This is what they have been consistently doing ever since the joint administration of Corsairs and Zoners was appointed on the Freeport.
We will observe the outcome of your conversations with interest.
What I am more interested in is those transports that you mentioned will move out soon. If they are coming to you they will have to pass through our space, this becomes our concern. We will have to know who they are. With that we will not disturb your operations with them and we will determine best how to proceed.
The vessels in question will be primary corporations such as GMG and ALG. Along with them will be independents such as Zoners or Freelancers. Their cargo will be primarily Industrial materials that will be vital to future plans the Overwatch is interested in. However, this is not be one convoy and more of a rapid push of many vessels making the journey to our territory. Obviously we for see the Core, Nomads, and Outcasts wanting to stop us at all costs. Given the scarcity of such resources in the Omicrons I imagine that many of our enemies would also rather capture such materials and use them of themselves.
Colonel Narson, I must be direct with you about what you are asking.
GMG participated in the combined fleet that attacked Freeport 9 less than a month ago. That is not history or general hostility - that is the current state of affairs. You have the record I sent you. You know this.
ALG's standing with the Corsairs is structural and predates our current situation entirely. They are aligned with Rheinland and they work to expand its influence into Corsair territory. As for the Zoners, given the current climate in the Omicrons I cannot verify which Zoner vessels are Phoenix affiliated and which are not. Phoenix operates under a Zoner identity. That distinction matters to us right now and whether they're involved in your operation with the transports.
What you have described is not a convoy of neutral transports making a difficult journey. It is a column that includes active enemies of the Corsairs requesting safe passage through Corsair space during an ongoing conflict. I do not think you intended it that way. But that is what it is.
Freelancers however are a different matter. We can discuss them and come to an agreement, the rest do not fit the Elders' interests. The understanding between Overwatch and Deterrence stands, but I want you to consider what you are asking before we continue this conversation.
I am ware of the animosity between different the companies, zoners and the Corsairs. Which is why I didn't attempt to hide it. This is also not different factions attempting to strengthen their holdings in the Omicrons to directly defended or set up attacks against the Corsairs. This is the Order hiring partners and supports to bring US, The Order, supplies. As you know, the Order is more worried about the advances the Nomads are making and the unchecked hubris of the Core. Thus is why we are discussing our differences over the matter and hopefully coming to an understanding.
So let us both start setting positions and move towards an understanding.
The Order needs these supplies and these companies, zoners, and freelancers are willing to do it. As it stands the Order will take any help it can get. Yet I know letting known enemies fly though Corsair space unmolested makes the Corsairs lose face in the eyes of its people and enemies, thus the Order is willing to make concessions. You are unaware but the Order is looking into relaxing its stances concerning azurite gas, something that is largely found in Order controlled space. And if that idea is not good enough, we are also looking into new technologies designed to make systems safer from jump driving fleets. Technology that the Order believes would do nicely to restore some balance to the galaxy since Jump Drives have coming more widely used. All this is on the table for negotiations.
