Secretary McKay,

Earlier today while the Constellation was deployed in Colorado to enforce the recently enacted embargo with Kusari, we were informed by a passing Bristol Construction & Manufacturing vessel about a very strange situation in New York. The vessel's captain informed us that they had seen a transport ship acting strangely near Manhattan, and with their curiosity piqued they followed the ship, following it to a Barge-type vessel being used as a base by a multitude of smaller ships.

After receiving the coordinates of the base from the Bristol vessel's captain, I ordered the Constellation to head there immediately, and confirmed the authenticity of the report. The base is transmitting a Junker identification, and is certainly not registered in the Government database. I'll be forwarding this report to the First and Forty-Sixth fleets in addition to your office, with the expectation that we will likely receive orders to dismantle this facility soon.
