Anyhow, claiming that we can turn junk into good stuff is stretching the truth a bit too much, if we could turn any scrap into valuable metals all our drydocks would be covered in Dublin gold by now... Wish we could.
Before we decide to mobilize salvagers I'd say it's more wise to send a small crew your way that can assess whether it's worth the bother spending time and resources into carefully salvaging the wrecks or if it'd rather be more wise attaching a few self-propelled charges onto the bigger hulks and point them to the nearest sun to safely and quickly get rid of them. And if we can determine that there's enough fancy materials that it might be worth salvaging, we could maybe start towing what's left towards Tripoli, where your team can safely salvage the valuables and ditch the rest.
Don't get me wrong, we would love getting our hands on it if it's worth it, but we do not own any proper infrastructure to salvage capital-sized ships nearby, this is a job that'd make far more sense if your people from Tripoli handled directly.
As for the Raba I have no clue, I have zero experience with those vessels other than our smugglers being on their receiving end of engagement sometimes when going through the Sigmas and Taus.
Before jumping to business or asset exchange I'd say that we first check out if there's something valuable around Freeport Nine, I'll personally send a small crew if I have your thumbs up.

Anyway, I can understand that our proposed project is a major one and nothing you can decide right away without proper assessment of the situation. You are welcome to send over a crew to perform such an evaluation before jumping to any decisions. We additionally have un equipo de ingenieros onboard the station trained on smaller salvaging operations that could assist you if required.
Oh and of course you may stay at the Freeport as long as required for the assessment, with the costs covered by the Imperio naturalmente.
