The Overseer of Servitors is an entity with the given name of Ca'h'veh, made to organize and command those of the inferior species driven to labour within the first servitor hub. If the Advisor of Advisors would be the CEO of the Nomads, the Overseer would be a regional Vice President of Sales.
Advisory Board
Two infiltrators and the unenlightened. The Advisory Board is the means by which the Overseer of Servitors delegates functions of the Hub.
Infiltrator: Overseer of Protection
An Infiltrator tasked with being the focal point of the hub's security against outside threats; infiltration via the workforce deemed an impossibility, not that the holder of the title does not still devote resources to periodic checks. He furthermore watches over the processing of prisoners brought to the hub by the thralls. Any "Wendigo" infiltrators of the Vagrants caught up in hub's operations are set aside, their fate kept a secret.
Unenlightened: Workforce Representative
A measure to attempt to control any unrest in the population of the unenlightened servitors, as well as an overall barometer of the needs of the workforce. Kept unenlightened.
Infiltrator: Overseer of Repose
Warforms ripped apart through fire may yet be of some use. The remnants of such are sometimes intercepted before the humans can try to glean knowledge of their people from them. The Overseer of Repose directly commands a team of the fully enlightened to recycle as much of the remnants as possible, into new callings for the spirits to inhabit.
The Mindshare grudgingly budgeted some of its power to the Overseer of Servitors, so as to optimize, always optimize, its thralls. Once it had its fiefdom, it settled into its position of overlordship over the workforce. After attempting to parse whatever information Shozak's Temple could offer and finding it utterly useless, it began assembling its own treatise, for lack of a better term, on handling the teeming masses of humanity.
In Creation, the interlopers are transients on the long road of evolution. Unlike our timeless perfection, they are bound in a perpetual cycle of iteration and improvement upon themselves, punctuated by fighting amongst themselves to determine which is truly the strongest overall. Their short allotted span provides them motivation. Were they blessed with our eternity, they would have likely contented themselves on their rock. This desire for short-term immediate rewards has seen them pervert wonders beyond their understanding to create surprisingly effective weaponry, which they have deployed on our people and each other. The fallout of their expansion has seen the travesty in what they call Texas occur on their watch, something that never would have happened were they under proper regulation.
The individual interloper is a set of coded directives and impulses whose ultimate evolutionary goal is to propagate itself. It is adapted to face adversity: any barrier is not a true blockage, but a challenge to be surpassed, by this generation or the next. The Advisor of Advisors, in her experiments, has been able to exercise total control over the input of her subjects on an individual level. While achieving guaranteed compliance, the resource expenditures of this as applied to a greater population grow exponentially and unacceptably. She also assumes the interlopers to perform optimally in a state of bliss. While they seek bliss, their strength would derive from the labours they put towards achieving it - bliss simply given is worthless for measurement.
The interloper is a creature far removed from its native environment. In the circumstances its world shaped it to be in, it is a predator bound to a rigid hierarchy, in which its lower orders are constantly seeking to usurp the ones at the top. Once it established dominance over the rest of the species on its rock, in a shockingly brief span of time, it was able to spread to its neighbors and then they started killing each other there, too.
However, there is a theory that this unworthy is studying further. This unworthy posits that a lone interloper is not an individual, in the sense that one of our minds may be. The true individual of these would be a reproductive pair. The dimorphism of the interloper's bodies is clear to any observer, and their observed thought patterns are markedly different. When they are paired up, their thought patterns compliment each other. Observed interloper humor (a ritual to evoke an amusement response) is that one member of a pair-bond may remark that the other is "their better half". As they pair-bond for the purpose of continuing their respective genetic lines, this would indicate some genetic sequences to be judged superior in their societies.
The individual interloper, then, is merely a vessel for the true essence of them, their genetic information, seeking other such vessels with which to combine their genes. And it is to these genes that this unworthy must speak. The Advisor of Advisors is correct in ensuring her subjects are granted bliss, but this bliss must be "earned". The more advanced interlopers have the concept of "scarcity", an aspect of the adversity of which they are adapted to overcome. Scarcity is a valuable tool in controlling their actions, and the interlopers with long term success across iterations (or as they call them, "generations") are the ones able to thrive in the face of it. This unworthy artificially restricts the workforce's access to biofuel, with rewards for good performance and initiative dispensed in the form of additional biofuel. Such is an immediate reward, suited for the interloper's teeming masses in their concentrated population centres.
For their leadership caste, another method of control via their genetic impulses is desired: the continuation of their genetics deemed superior. Their related pair-bonds (known as "extended families") form a leadership caste susceptible to infiltration, not by the infiltrator caste, but by the genetically superior. As these superior castes often want for nothing material, the offer of genetic perfection may be extended to them, to pair-bond with and pass on their genes. As such pairings also involve a certain degree of attempts at scarcity-proofing the assets of previous iterations by keeping them within a given lineage, the impression of such bondees coming from material success must also be produced.
This unworthy must sing to the Vagrant known as "Psyche" as to the nature of the interlopers. The servitors have prepared a vessel for the calling to inhabit, and she swims with the solar tide.
The Aggregator was given a very special role in the Servitor Hub. An infiltrator in command of a mining vessel, the inbuilt mining equipment was long since stripped out for simple space for spoils. With the Hub's acquisition, the Overseer of Servitors found itself at odds with the Aggregator. Whereas the Overseer of Servitors was interested in extracting as much value as inhumanly possible from the empty shell, the Aggregator from knowledge gleaned, began reaching out to various interlopers. This autonomy and degree of separation was a necessity, for were the Aggregator and her avarice to spread, the results would be unacceptable. Far better for them to be contained under the watchful gaze of the Overseer of Servitors where appropriate consequences could be meted out for gross deviancy.
Interloper transients were an increasingly common sight for the minions of the Overseer of Servitors. Some were duly castigated for their intrusion, some sung songs of terror luring worthier prey, some silently fled and were contemptuously struck down, and some made themselves useful.
For the latter, take the case of a interloper overseeing the means by which his fellow interlopers cross between the rocks they infest and the metal shells in which they cower, for whom some scars run deep. This interloper would gladly indirectly take his revenge upon the Gallic (a subset of interloper, inquire with Ki'shar for further details) scourge by handing their extremities over to the Aggregator in exchange for congealed energy (note: interloper behaviour under scarcity has caused them to devise a means by to assign value to objects and actions, termed "money"). The nature of the Edge Worlds meant that agents of the Aggregator were able to to turn materials secured by the thralls deemed unnecessary into such congealed energy with little difficulty; interloper supply lines being so fractured by their petty internecine wars, as well as the efforts of the Wild Hunt, would mean that such goods commanded a suitably high price. If it is money this interloper desires, money he will have, for in these waters, blood and money flow like starlight.
The Aggregator has deemed this interloper to hold value, and the Overseer of Servitors agrees. This interloper is to be invited to the Servitor Hub and presented with new ways to serve the Light. Entire sections of the Servitor Hub are being set aside for new clutches of infiltrators for imminent deployment all over the Omicrons, with the help of this new asset being brought into the fold.
Aggregator was present to witness the Overseer of Servitors further avarice. In its goals to prove its worthiness and the utility of interlopers to the greater whole, it had set aside a massive portion of the Servitor Hub's service facilities for what Aggregator would deem a personal project. It eventually queried the Overseer of Servitors on this expense.

Aggregator already knew what that would mean. Corporate would not disburse material resources, which meant that it would be forced to lean on its network of compliant interlopers for what it needed. Before it had even left the presence of the Overseer of Servitors to begin sending out the requisite communications, it was compiling its list of the interlopers most likely to be useful. The Despoiler thrall served his uses, although his metal shell was a direct competitor to Aggregator's in function. Gatherer was an anomaly to Aggregator, why its sequestration was necessary was a mystery, but for the moment, it lived to serve, and that was all Aggregator was concerned with.
