[Ships] Heavy Fighters fuse

Type: Balance? / Ships/ Nanobots
Bug: Getting fused takes 36 nanobots but having exactly 36 nanobots doesn't save you from fuse. (If you have 37 it works and lets you one nanobot)

Reproduction Steps:

• Fly a Banshee with 36 nanobots
  
• Fuse
  
• Press G and be sad
  

This seems to be common among heavy fighters, Sawback is another example
