Bug: Pirate Train techcell

Additional Information: The unnamed Pirate Train techcell, which I suspect was created to remove its techcompat from the Freelancer ID, was erroneously assigned the Pirate Transport instead. The result is that Freelancer ID now has no techcell access to the Bullmastiff, but can still use the Pitbull (ID lines aside).

Additionally, the Gallic Brigands seem to be the sole unlawful missing this techcell.

So it does seem to be a reality that tech compatibility wise, Freelancers could use the Pirate Train with 4,300 cargo size, but could not use the Pirate Transport with 2,900 cargo.
However, the Freelancer ID has a 3,600 cargo size limitation, so in practice they can't fly a Pirate Train. It's not 'just' an ID line, it's actually in the IdCargoLimits config.
I think it makes sense to separate the Pirate Transport from the rest of the generic unlawful tech cell.
I did have a look at the factions which allow generic unlawful tech cells but not pirate transports, and most of them make sense to me apart from Brigands. I will give them that and close this.
