Following discussions with Kusari and Liberty Official Factions, it has been decided that several ID amendments will be made to regional IDs. This will enable players to pursue ongoing RP around escalating tensions between the two Houses.
These changes will be implemented with the publication of relevant announcements by Kusari and Liberty's governments.
The Kusari Naval Forces are the highly organized and technologically advanced military elements of the Empire of Kusari. Despite being rooted in strict tradition and unflinching hierarchy, the KNF nevertheless continues to innovate due in no small part to the considerable advantages of Kusari industry. The Kusari Naval Forces are currently embroiled in a stand-off with the Republic of Liberty.
This Kusari Military official faction ID is used by Kusari Naval Forces servicemembers, who:
- Can attack Gallic combat ships within the Taus.
- Cannot use ships with more than 4,300 cargo space.
Within their Zone of Influence (Kusari and bordering systems, Tau-31):
- Can attack ships considered hostile by Kusari.
- Can attack Liberty combat ships.
- Can demand Optronics and Quantum Multiplexors in Galileo and Kepler.

The Kusari State Police are the highly disclipined police force of Kusari, infamous for their distrust of foreigners. They settle disputes, protect civilians and hunt criminals within Kusari.
This Kusari Police ID is used by officers in the Kusari State Police, who:
- Cannot use Battleships or ships with more than 4,300 cargo space.
Within Zone of Influence (Kusari and bordering systems):
- Can attack ships considered hostile by Kusari.
- Can attack Liberty combat ships.
- Can demand Optronics and Quantum Multiplexors in Galileo and Kepler.
The Kusari Office of Intelligence operates as an independent bureau of the Empire, performing clandestine operations in regions predominantly beyond the reach of the Naval Forces.
This Kusari Intelligence ID is used by operatives in the Kusari Office of Intelligence, who:
- Can attack combat ships considered hostile by Kusari.
- Can attack Gallic combat ships within the Taus.
- Can attack Intelligence ships.
- Can engage in piracy against ships considered hostile by Kusari.
- Can demand Alien equipment and materials.
- Can demand Optronics and Quantum Multiplexors from Liberty ships.
- Cannot use Battleships, or ships with more than 4,300 cargo space.
Within Zone of Influence (Kusari and bordering systems, Sigmas):
- Can attack ships considered hostile by Kusari.
- Can attack Liberty combat ships.
- Can enforce laws within Kusari and Tohoku.
Outside Zone of Influence and the Taus:
- Must only attack in self-defense while using Cruisers or Battlecruisers.
The First Fleet is a storied detachment of the Liberty Navy, having been at the forefront of every armed conflict that the Republic has been involved in since the fleet's formal establishment in 816 A.S. Careful to maintain their tradition of excellence, the First's cadre of veteran officers continues to serve Liberty dutifully to this day, defending against threats both foreign and domestic. The Liberty Navy is currently embroiled in a stand-off with the Kusari Empire.

The 46th Fleet is the youngest of the Liberty Navy's primary formations. Initially a mere strike force formed to serve as a proving ground for cadets fresh out of West Point, a recent naval restructuring has seen the 46th ascend to the status of a full, numbered fleet. Despite incurring much critique during its early days due to its use of controversial tactics, the 46th Fleet has since earned its rightful place among its more veteran counterparts. The 46th Fleet's units can frequently be seen patrolling Liberty's shipping lanes, safeguarding her borders, and fending off attacks, both foreign and domestic. The Liberty Navy is currently embroiled in a stand-off with the Kusari Empire.

Liberty Navy ID
The Liberty Navy is responsible for protecting the economic well-being of Liberty through military force, both within the boundaries of the colony and in the independent systems that border its territory.
This Liberty Military ID is used by Liberty Navy servicemembers, who:
- Cannot use ships with more than 4,300 cargo space.
Within Zone of Influence (Liberty and bordering systems, Coronado, Vespucci):
- Can attack ships considered hostile by Liberty.
- Can attack Kusari combat ships.
- Can demand Superconductors in Galileo and Kepler.
Liberty Police, Inc. (LPI) is a private company that handles the policing of Liberty space to interdict the importation of contraband and to prevent attacks on civilian and commercial traffic.
This Liberty Corporate Police ID is used by employees of Liberty Police, Inc., who:
- Cannot use Battleships or ships with more than 4,300 cargo space.
Within Zone of Influence (Liberty and bordering systems):
- Can attack ships considered hostile by Liberty.
- Can attack Kusari combat ships.
- Can demand Superconductors in Galileo and Kepler.
The Liberty Security Force (LSF) is the intelligence branch of the Liberty Armed Forces, operating in secrecy to ensure the free flow of goods and services in the Liberty economy. LSF agents are infamous for their broad authority and oversight over the rest of the Armed Forces.
This Liberty Intelligence ID is used by operatives of the Liberty Security Force (LSF), who:
- Can attack Combat Ships considered hostile by Liberty.
- Can engage in piracy against ships considered hostile by Liberty.
- Can attack Intelligence ships.
- Can demand Alien equipment and materials.
- Can demand Superconductors from Kusari ships.
- Cannot use Battleships, or ships with more than 4,300 cargo space.
Within Zone of Influence (Liberty and bordering systems, Coronado, Vespucci):
- Can attack ships considered hostile by Liberty.
- Can attack Kusari combat ships.
- Can enforce laws within Liberty.
Outside Zone of Influence:

This enables combat ships from both Houses to initiate combat in their mutual border systems. Specific commodity demand lines have been included to allow limited embargo enforcement in border systems. Liberty and Kusari law amendments will reflect the broader domestic situations in due course.

These changes are now live. Feel free to start blastin' as appropriate.
Oh, also, while going through these IDs, we noticed that Kusari and Rheinland lawfuls still had engagement lines on each other in the Sigmas. The Saigon War is long since over, with a peace treaty having been signed, so those lines are gone now. (Naturally, since the GMG never signed a treaty, they and Rheinland are still free to duke it out).
Ditto for Bretonia and Kusari having lines on each other in the Taus -- you guys are no longer blasting at each other, so those lines are gone. Go team up against Gallia or something, once you no longer have anything better to do (or get bored of Galileo).
edit: Also, several instances of "defence" in IDs were corrected to "defense". This is Discovery, where we use American spellings, except "aluminium" for some godsforesaken reason. Yes, Jammi, the Civil Defence Initiative was not touched.

Quick update to let everyone know that Nanocapacitors were added to the Liberty IDs as a part of the export embargo. System-wide warning messages have also been added in Colorado, Galileo, and Shikoku.
Despite Kepler not being often trafficked through due to the storm changes, it is still possible to transit from Colorado, through Kepler, and into Shikoku. IMHO, that system should also have the system message considering it's proximity to the ongoing hostilities.
