Ladies and Gentlemen, Esteemed Officers,
Allow me to begin by introducing myself, as I understand most of you may not regularly follow the political scene on Manhattan. My name is Mike Davis, and I have been appointed as the Governor of our newest protectorate - Pennsylvania.
With my appointment comes a series of important changes. While the previous military-police administration on Erie was successful in dismantling the most prominent pockets of resistance, its handling of the civilian population often created more problems than it solved. Excessively harsh measures toward the local populace have proven counterproductive to our long-term strategic goals.
First, the blanket state of emergency and nightly curfew on Planet Erie will no longer remain in effect. From now on, such measures will be implemented only at the level of local autonomous districts, based on specific security assessments.
Second, Liberty Police, Inc. has been ordered to dismantle the temporary penal colonies established on the planet’s surface. Individuals responsible for serious offenses such as terrorism will be transferred without exception to Texas, where further legal processing will take place. Lesser crimes, especially those not directed against the Republic, will be judged under the respective local jurisdictional systems.
Third, and this applies mainly to space operations, all security forces are now tasked with investigating and monitoring suspicious activity by Zoners, Junkers, Freelancers, and other third-party actors not directly affiliated with Liberty. We are also formally adding the Bristol Corporation to this list, due to their close ties with the local population and suspected limited cooperation with Militant factions.
Fourth, I am pleased to announce that Liberty is launching a major reconstruction and development initiative on Planet Erie, including the repair of damaged or neglected infrastructure and the construction of new urban centers. Alongside this, a resettlement program has been initiated for Liberty citizens seeking a fresh start on Erie. Should any of your family members be interested, I’m proud to confirm that relatives of armed forces personnel will receive priority placement in these newly planned fortified enclaves.

I would ask that you refrain from imposing excessive restrictive measures on the civilian population in Pennsylvania. The impact of their fiery rhetoric will be reversed by our media in the coming weeks, as we shift the narrative against them with cold facts: they promise the weary and frightened populace nothing but an endless resistance that, after five years, has changed nothing -- whereas we are building new cities, restoring infrastructure, and offering new employment and commercial opportunities.
I recommend maintaining law and order as currently established, focusing enforcement efforts solely on confirmed supporters of the resistance.
I anticipate that Erie will be fully integrated into the Republic at the end of the year.
