To the Citizens of Planet Erie,

My name is Mike Davis, and I have been appointed as Governor of the Pennsylvania Protectorate. I am fully aware of the challenges and hardships you have faced in recent years, and my appointment marks a turning point -- an effort to restore normalcy and build a better future for all citizens of Erie.

Effective immediately, I will assume full responsibility for planetary governance, replacing the previous military and police administrations. From this point forward, the administration of Erie will be conducted as a civilian matter, consistent with the standards upheld on other worlds of the Republic.

As part of this transition, civilian investments have been authorized -- a long-awaited development. These corporate and non-corporate funds will be directed toward rebuilding deteriorating infrastructure, creating new employment opportunities, and better integrating Erie into the socio-economic fabric of the Republic.

The functions of local self-governing bodies will also be reinstated under the oversight of my administration. Most planet-wide emergency measures imposed by previous military governors will be lifted. However, targeted regional measures may still be enacted to maintain security and suppress terrorism, based on data-driven assessments of criminal activity.

Over the next decade, we will begin the gradual harmonization of local laws and regulations to ensure compatibility with broader Republic legislation. This process will be implemented in a way that minimizes disruptions to daily life while steadily removing long-standing barriers to free enterprise and civic engagement on Erie.

Mr. Davis,

Do forgive me if I do not refer to you as governor. You were appointed and it was not a position in which you were elected or earned in the eyes of many on this planet.
I think you know who I am but incase you do not, I am Dr. John Holliday, founder of Med Force Enterprises. I also keep a home here on Erie which encompasses a large plot of land away from much of the population. It also has a sizeable lake on it, forests, hills and some grassland for which the local wildlife can live undisturbed.

You, Sir, are going to have a problem trying to run this planet. It was once a peaceful place until your government decided to sabotage a satellite and then lay the blame on the local Zoner population. Many of those have resisted since. I myself am not an active participant but I do understand why they do it. I am a doctor and provide medical care to those who need it, Zoner, Liberty Soldier or whoever. I am not a monster like some of those you work for are.

I personally feel betrayed by the Liberty government. Why? A couple of years back, I had a joint project with the government to train the members of the 46th in combat medicine. I worked with the late Admiral James Horatio Creed on this project and even saved his life. My God rest him. He was a good man. What did we get in return? The current situation and two of my escort ships being shot out of the sky while they were escorting medical teams. Liberty, in the views of many of us, has turned into another Bretonia. I never thought that to be possible but it happened.

As to the militants themselves. They will never recognize you as governor nor will they ever work with you. You represent a government that takes from them and persecutes them for something that they did not do. Many of them recognize me as their governor. It is not a title I earned or worked for but I am recognized as a voice for them. Their terms are pretty harsh. To this point, any and all attempts at talking things out with the Liberty government have been met by silence or rejection. Of course they are going to be angry.

If you want to show your leadership, if you want to show that you want a positive resolve, you have your work cut out for you. If you want to talk, I am here but mind you, I will not betray the Zoners for I may find the knife of their anger in my back.
