Greetings to the Maltese People,
My name is Vanesca Catallia and I am the current second in charge of the Starfliers. I've come to negotiate an expansion of the transit agreement.
We Starfliers are neutral researchers as you are aware and while we agree to not offer or conduct our services within Maltese Space what we would like is to enter into conversation with the science oriented people of Malta. Namely we would like to be allowed to commune to the installation that sends the designation "Galicia Research Station" within Omicron-Beta and possibly widen our own understanding of Sirius.
Additionally we would like to inquire about being able to "emergency dock" at a Shipyard to repair our own vessels if possible. Naturally the forces of Malta will be welcome to oversee if we are to do emergency repairs on our ships within your space if Malta agrees.

Starfliers... it's been a while.
Whether or not we would like for our scientists to commune with yours depends on a few factors... Where will this information be dispensed to? Is it for private curiosity or are you looking to publish it across Sirius? Depending on what you are planning to do with it... the amount of data willing to be exchanged may be... limited.
I would also like to know what benefit this would be to us. Is there something you have to offer?
Regarding shipyards - I do not see a reason why you would require a shipyard for emergency repairs. I would be correct in assuming the Starfliers do not field warships? Nevertheless, our drydocks are designed for scheduled projects over several weeks to months. If you're looking for emergency repair services, we have sufficient amenities on Malta and Ibiza base. If you would like, I can arrange for your organization to be added to the honored guests allowed to travel onto these lands. Of course, all local services require a fee, but that is between you and them to discuss.
And by the way...
Should you be able to offer a good reason for our scientists to converse more... freely on their findings, Galicia is only one of many, many research stations which abound the Maltese Nacion. There may be some other spaces which might... better suit what you are looking for.

Thank you for the quick response Comandantes Alfa, Senor Harabero,
The exchange would not be public, of course not. The intent is to possibly share findings about the Sirius sector. As per our first agreement; Starfliers will not disclose anything around Alpha and Beta. Galicia is an installation we found sending their designation from travelling through Beta directly carrying the term "Research Station".
Our interest is directed to the composition of asteroids, planets, nebulas and any natural phenomenon or anomaly that may appears.
Regarding the emergency repairs; Yes you are right, per definition Starfliers doesn't operate warships, however there are 2 vessels in our ranks that are of "decent size", namely the Research Liner Sol itself and the Starfall, a carrier platform that acts as a mobile base of operations for us, hence why I said Shipyard. Of course you are better versed in where to dock and repair within your home space, so we would follow your suggestions.
The benefits I could offer from the get go are decent discounts to our services and information. From general charting to specified expedition reports.
Another mention is that we Starfliers are offering to get research samples directly from us, refined in our laboratory, you know the finds from that void zone called Earhart.
Naturally, the items we are able to offer have their strength measured in potential as information, scientific data and samples only hold value if they are used.

I don't see any issue with what you are proposing... naturally, we will be monitoring the meeting and will not disclose any data related to local gravitational rifts, or "Jump Holes", as well as charting maps of the system - but we both know that, already.
An exchange of our study on the local phenomena for your knowledge of more... far off sectors of Sirius seems to me the most desirable option. There are certain areas of Sirius long distanced from Malta that I would like to know more about...
We will allow you clearance to land on Galicia Research Station for your meeting. You will be escorted while on board, but given relative leisure for the duration of the event.

I believe data concerning the Kingdom of Gallia and or the Omega star cluster would be of most benefit to us. I am under the impression you are "neutral", but... any data which would be otherwise hard to get by us due to our... misunderstood status is immediately our most sought after information.
