It has come to the attention of this office that after improperly filing an application to construct a base, you proceeded to construct the base regardless. While annoying, this discrepancy can be ignored if some issues regarding the operational purpose of this base can be straightened out.
This office does not understand why your base, while owned by an IDF Shipping subsidiary, requires to be operating with a Freelancer IFF. Anyone that would not normally be welcome on an IDF Shipping base because of their allegiance would as a matter of course not be welcome in Gallia in our opinions, and we do not see the need to offer them a safe haven so close to New Paris. This office also does not understand exactly what the point of your facility is, and would appreciate it if you could provide additional information in relation to what sort of research you intend to carry out.
